EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br /> <br />Background and Project Goals <br />The City of San Leandro proposes to reduce the risk of flooding within the City by increasing the <br />height of the land between the San Francisco Bay and western portion of the City of San <br />Leandro. Preliminary Flood Insurance Rate Map number 060013 panel 254H published by <br />FEMA in 2015 indicates that an area near the intersection of Neptune Drive and Marina Blvd is <br />lower than the adjacent shoreline and will be a source of flooding for the neighborhood to the <br />east such that the neighborhood has a risk of flooding of once in 100 years. This project will <br />include design, permitting, and construction of improvements to prevent water from San <br />Francisco Bay entering the neighborhood to the east of Neptune Drive such that the properties <br />are removed from the 100 year flood plain. <br /> <br />The project site is 13165 Neptune Drive, San Leandro, CA. This land was reclaimed from the <br />San Francisco Bay by placement of fill, most likely in the early 1900’s. The current shore of the <br />bay contains some rock slope protection, also known as rip rap, and various bushes and grasses; <br />an existing house is set back from the bay approximately 100 feet. <br /> <br />General <br />This contract is for design of the improvements, obtaining permits, obtaining FEMA approval or <br />concurrence that the work will reduce the risk of flooding to the stated level, preparation of plans <br />and specifications suitable for construction, and preparation of an engineer’s estimate (PS&E) as <br />required to meet the goals set above. <br /> <br />Design work will include a topographic survey and preparation of plans and specifications <br />setting forth the location, extent, and type of work to be done. Permits shall be obtained from the <br />San Francisco Bay Conservation and Development Commission, the Army Corps of Engineers, <br />and the San Francisco Regional Water Quality Control Board and any other regulatory agency <br />that claims jurisdiction. Additionally, plans for improvements must be submitted to and <br />accepted by FEMA as flood control measures. <br /> <br />Construction is envisioned to include clearing and grubbing the work site, benching or otherwise <br />preparing the existing soil to receive fill, and import and placement of new fill. The project will <br />be finished with rock slope protection on the west side and landscaping on the east side. <br />Landscaping plants and materials will be determined during design, no irrigation is included. <br /> <br />The City will prepare the front-end specifications. It is anticipated that unit quantity bid items <br />will be used, Consultant shall work with City to define the bid items. <br /> <br /> <br />1119
