<br />Deliverables: Draft BCDC Permit Application Package (electronic) <br /> Final BCDC Permit Application Package (4 printed copies, electronic files) <br /> <br />7.5 Permit Coordination <br />This task provides support for managing the permitting process beyond the permit application <br />tasks described above. Consultant shall provide additional coordination and communications, <br />answer questions, and attend meetings to support the permitting process up to the level of effort <br />of 20 hours. The City shall be the primary point of contact for permit consultations with the <br />regulatory agencies. <br /> <br />7.6 U.S. Army Corps of Engineers (Optional) <br />The Project will require approval from the USACE under Section 404 of the federal Clean Water <br />Act (CWA). If the Project involves discharge of 25 cubic yards of material or less below the high <br />tide line and less than 0.1 acre of impacts on waters of the U.S., the Project would qualify for a <br />Nationwide Permit 18 (Minor Discharges). If the project is expected to result in impacts greater <br />than 0.1 acre and involve more than 25 cubic yards of material below the high tide line, an <br />Individual Permit application shall be prepared for the project. <br /> <br />The scope of work assumes that an Individual Permit will be required. If the project qualifies for <br />a Nationwide Permit, Consultant’s scope and budget for this task can be revised. Consultant shall <br />prepare the following items in support of the USACE permit application: <br /> Cover Letter. The cover letter will briefly describe the project and activities that are subject <br />to permitting. The cover letter will describe the contents of the permit application package. <br /> Engineer Form 4345, Application for Standard Permits. This is the standard permit <br />application form for USACE permits. <br /> Supporting Documents. The following documents will be attached to the permit <br />application: Wetland Delineation Report (Task 1.1), Biological Assessment (Task 1.2), <br />Cultural Resources Assessment (1.3), and Compensatory Mitigation and Monitoring Plan <br />(Task 1.8) <br /> 404(b)(1) Alternatives Analysis (if necessary). If an Individual Permit is required, <br />Consultant shall prepare an alternatives analysis pursuant to CWA Section 404(b)(1). The <br />alternatives analysis will identify the least environmentally damaging practicable <br />alternative. This scope assumes the USACE will prepare an analysis of compliance with <br />the National Environmental Policy Act (NEPA). These analyses are not necessary if the <br />Project qualifies for authorization under a Nationwide Permit. <br /> <br />Deliverables: Draft USACE Application Package submitted to City (electronic files) <br />Final USACE Application Package submitted to City and USACE (4 printed <br />copies, electronic files) <br /> <br />7.7 San Francisco Bay Regional Water Quality Control Board (Optional) <br />The Project will require authorizations from the San Francisco Bay RWQCB including a water <br />quality certification (WQC) under Section 401 of the CWA and/or waste discharge requirements <br />(WDR) under the State Porter-Cologne Water Quality Control Act. <br />1124
