102 ~ CiTY OF SAN LEANDRO BiCYCLE & PEDESTRiAN MASTER PLAN <br />The Davis Street Crossing in front of the Westgate Center. <br />Shopping Center, the intersection of Timothy Drive and Davis Street, and <br />the area along West Gate Parkway. <br />3. Kaiser Development Area/The Spine Pedestrian Improvement Area <br />encompasses the location of the Kaiser Permanente San Leandro Medical <br />Center. The area is bounded by Marina Boulevard to the north, Merced <br />Street to the west, Fairway Drive to the south, and i-880 to the east. <br />Merced Street is slated to become the focal point of a new business <br />center (established in the Next Generation Workplace District Study); <br />connecting the Westgate Center, Marina Square, Kaiser Medical Center, <br />and any future developments in the area of the city. <br />4. Manor Boulevard Pedestrian Improvement Area includes the Manor <br />Boulevard corridor from Juniper Street to Washington Avenue. This <br />Pedestrian improvement Area contains an active neighborhood <br />commercial district and a high volume roadway.An obstructed sidewalk in the Marina neighborhood. <br />Pedestrian Improvement Areas <br />The City of San Leandro and the Bicycle and Pedestrian Advisory Committee <br />(BPAC) have identified Pedestrian improvement Areas as areas where <br />walkability is critical and should be improved. This Plan focuses on these <br />Pedestrian improvement Areas; they were chosen for a number of reasons <br />including proximity to important destinations, need for connectivity and/or <br />accessibility improvements, or potential for future development. A total of 12 <br />Pedestrian improvement Areas are identified as part of this Plan. Figure 22 <br />illustrates the Pedestrian improvement Areas. <br />1. San Leandro Marina Pedestrian Improvement Area includes the area along <br />Monarch Bay Drive adjacent to the Marina as well as the neighborhood <br />around Marina Boulevard and Doolittle Drive. <br />2. Westgate Center Pedestrian Improvement Area includes the Westgate <br />240
