210 ~ CiTY OF SAN LEANDRO BiCYCLE & PEDESTRiAN MASTER PLAN <br />OPEN SPACE DISTRICT <br />Local Open Space Districts may float bonds that go to acquiring land or open <br />space easements, which may also provide for some improvements to the local <br />trail and bikeway system. <br />Non-traditional & Private Funding Sources <br />in the search for funding sources, it becomes increasingly necessary to ‘think <br />outside the box’. With the climate change and health benefits afforded by <br />walking and bicycling, there is an even greater opportunity to build partnerships <br />with organizations and non-profits that have a similar interest in improving <br />conditions for pedestrians and bicyclists. Teaming ventures with non-profit <br />organizations will open up sources of private grant and foundation funding <br />that is not open to a public agency. <br />CALIFORNIA CONSERVATION CORPS (CCC) <br />The program provides emergency assistance and public service conservation <br />work for government agencies and non-profit organizations. Both urban and <br />rural projects are eligible and selected on the basis of environmental and <br />natural resource benefits and on-the-job training opportunities. The CCC <br />would be effective at reducing project costs. <br />RAILS TO TRAILS CONSERVANCY (RTC) <br />The Conservancy assists rails-to-trails conversions through technical <br />assistance, public education, advocacy, negotiations, legislation and regulatory <br />action. <br />GRANT AND FOUNDATION OPPORTUNITIES <br />Private foundations provide excellent opportunities for funding specific <br />capital projects or single event programs. Generally to qualify for these types <br />of funds, a Bicycle Advisory Committee or established non-profit group acting <br />in its behalf must exist. in general, private foundations are initially established <br />for specific purposes, e.g. children and youth need, promotion of certain <br />professional objectives, educational opportunities, the arts, and community <br />348
