City of San Leandro <br />Meeting Date: July 23, 2018 <br />Staff Report <br />Agenda Section:File Number:18-323 CONSENT CALENDAR <br />Agenda Number:8.B. <br />TO:City Council <br />FROM:Jeff Kay <br />Acting City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution of the City Council for the City of San Leandro to <br />Approve a Consulting Services Agreement with BKF Engineers for Design <br />Services for the Annual Street Overlay/Rehabilitation 2018-19, Project No. <br />2019.0050; Authorization for the City Manager to Negotiate and Approve <br />Individual Contract Amendments Up to 5% of the Original Contract Amount; and <br />Authorization for the City Manager to Negotiate and Approve Contract <br />Amendments Up to a Cumulative Value of 25% of the Original Contract Amount <br />SUMMARY AND RECOMMENDATIONS <br />The Annual Street Overlay/Rehabilitation 2018-19 project will improve and reconstruct <br />approximately 4 center-line miles of City streets. <br />Staff recommends the following actions: <br />·Award a consultant contract to BKF Engineers (BKF) in the amount of $673,000 for the <br />subject project; and <br />·Authorize the City Manager to negotiate and approve individual contract amendments up <br />to 5% (or $33,650) of the original contract amount; and <br />·Authorize the City Manager to negotiate and approve contract amendments up to a <br />cumulative value of 25% (or $168,250) of the original contract amount. <br />BACKGROUND <br />The City of San Leandro maintains approximately 180 center-line miles of paved roadways with <br />an average pavement condition index score of 59 out of 100. Each year the City conducts two <br />pavement maintenance projects, one for street sealing and one for street overlay / rehabilitation. <br />This contract is for design of pavement replacement (overlay) and repair of subgrade below <br />pavement (rehabilitation). The work will address pavement in poor and failed condition. <br />The City’s streets are divided into approximately 1000 maintenance segments that are inspected <br />Page 1 City of San Leandro Printed on 7/20/2018
