City of San Leandro <br />Meeting Date: May 6, 2019 <br />Staff Report <br />Agenda Section:File Number:19-216 CONSENT CALENDAR <br />Agenda Number:8.E. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Debbie Pollart <br />Public Works Director <br />FINANCE REVIEW:Not Applicable <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Authorize the <br />City Manager to Execute a Master Agreement Between San Leandro Unified <br />School District and the City of San Leandro for Recreational Use and <br />Maintenance of School Sites <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council adopt a resolution authorizing the City Manager to <br />execute a Master Agreement between San Leandro Unified School District (District) and the City. <br />The District’s Board is anticipated to consider this item at its May 7th meeting. <br />BACKGROUND <br />The District and City have a variety of construction, reciprocal use, and maintenance agreements <br />in place for a multitude of mostly District-owned properties, some dating back over half a century. <br />With the need to reconstruct Farrelly Pool, located on District property at Roosevelt Elementary <br />School, it was collectively agreed by District and the City to consolidate and update the remaining <br />applicable agreements into a single master agreement. <br />Analysis <br />In reviewing the past and current agreements between the District and the City, it was <br />acknowledged that only three primary District-owned locations currently exist that encompass a <br />use by the City (locations either open to the public and/or where programming is offered by the <br />Recreation and Human Services [RHS] Department): Cherry Grove Park/John Muir Middle <br />School (JMMS) Soccer Field; Floresta Park; and Farrelly Pool. There is also shared use of the <br />well at Burrell Field/Pacific Sports Complex; District’s use of City-owned property at Washington <br />Elementary; and access to Toyon Park via District-owned ingress. <br />Page 1 City of San Leandro Printed on 4/30/2019
