DEPARTMENT: CITY MANAGER <br /> <br />DESCRIPTION <br /> <br />The City Manager is appointed by the City Council, and serves as the chief executive <br />officer of the City and the key staff advisor to the City Council. The City Manager is <br />responsible for implementing policies as directed by the City Council and enforcing all <br />municipal laws and regulations for the benefit of the community. The City Manager’s <br />duties include direction and supervision of the departments, preparation and <br />administration of the annual City budget, and planning and implementing key projects. <br /> <br />To carry out these duties and provide critical citywide services, the City Manager employs <br />professional and administrative support staff, including the Assistant City Manager and <br />the Deputy City Manager. The department is organized into four divisions: City Manager <br />Administration, City Clerk, Human Resources, and Information Technology. <br /> <br />The City Manager Administration Division is responsible for the overall administration <br />and supervision of City activities. The division provides professional staff support and <br />guidance to the City Council. Additionally, the division provides leadership and direction <br />to all City departments on operational matters, manages the City’s state and federal <br />legislative advocacy programs, and oversees internal and external communications. <br /> <br />The City Clerk Division is responsible for providing information on legislative history and <br />operations of the City to the City Council, City Departments, and the general public. As <br />part of these duties, the City Clerk’s Division performs all required legal noticing, prepares <br />and distributes the City Council agendas, and posting videos and minutes of all <br />proceedings of City Council meetings. The City Clerk is the local official for elections and <br />is responsible for, conducting City elections, filing of required documents for candid ates, <br />elected officials, boards and commission members, and designated employees in <br />compliance with the Political Reform Act. The City Clerk is responsible for maintaining <br />the Local Appointments List, the Public Records Act, and ensuring the Brown Act <br />legislation is followed in all public noticing and meeting proceedings. <br /> <br />The Human Resources Division is responsible for programs in personnel <br />management and employee services that support the City’s departments and workforce. <br />The Division provides services and guidance in the following areas: recruitment and <br />selection, classification and compensation, benefits and leave administration, employee <br />training and development, workers' compensation and employee safety, personnel <br />policy development, and labor and employee relations. The Division also provides staff <br />support to the Personnel Relations Board. <br /> <br />The Innovation and Information Technology Division provides centralized IT services <br />for all City Departments. The Division is responsible for the City’s IT infrastructure, <br />computer network, database applications, geographic information systems (GIS), and <br />desktop support. The Division also manages the City’s Public Wi-Fi and fiber optics <br />network, cybersecurity systems, and is responsible for graphic design and printing <br />151 <br />173
