DEPARTMENT: COMMUNITY DEVELOPMENT <br /> <br /> The Downtown Parking Program received recognition from the California Public <br />Parking Association (CPPA) for Parking Program of the Year. The award honored <br />the City of San Leandro’s ParkSL Parking Program for its innovation, <br />implementation and effectiveness. <br /> <br />2019-21 GOALS AND OBJECTIVES <br /> <br /> Work on the Monarch Bay Shoreline Development Project continues, with the <br />Development Agreement and associated documents, as well as the remaining <br />planning entitlements and permits expected to be brought forward for review by <br />the City and outside agencies, including the Bay Coastal Develop ment <br />Commission. If approved, building permit review, site preparation and ground <br />breaking may begin as early as late 2019. (Supports Council Goals B and E) <br /> Begin implementation of the Bay Fair Transit-Oriented Development Specific Plan <br />by amending the Zoning Code and General Plan to incorporate recommended <br />changes, promoting its development potential as a Federal Opportunity Zone, and <br />working with property owners, residents and developers interested in the area. <br />(Supports Council Goal B, D, and E) <br /> Development projects likely to request planning entitlements including: (Supports <br />Council Goal B) <br />o Sansome Pacific (Developer) – redevelopment of the former CVS site at <br />East 14th St and Davis/Callan Streets to construct up to 200 housing units <br />with ground floor retail (including a specialty grocer); <br />o Langon Construction (Developer) – 26 for-sale housing units with 3,000 <br />square feet of retail space at Parrott St and Washington Ave, and 20 for - <br />sale townhome units at 311 MacArthur Boulevard; <br />o Mazda Dealership – remodel of existing buildings at 620-754 Marina Blvd. <br />for a Mazda car sales; <br />o Shoreline Project – approximately 285 apartment units, 200 single-family <br />and townhome units, a 200 room hotel, two restaurants, and a large public <br />park, trails, and recreational amenities. <br /> Construction is anticipated to begin at the following sites: (Supports Council Goal <br />B) <br />o 915 Antonio St - a 687-unit market-rate multi-family residential project in <br />Downtown San Leandro; <br />o New Filarmonica Artista Amadora de San Leandro facility at 844 Alvarado <br />St; <br />o Parrott St. Apartments – 62 units of affordable rental housing to be built by <br />the nonprofit Eden Housing at 1604 San Leandro Blvd; <br />o Alvarado Commerce Center - a 159,450 square foot industrial shell building <br />located at 2756 Alvarado St. <br />172 <br />194
