DEPARTMENT: COMMUNITY DEVELOPMENT <br /> <br />o Creekside Plaza - 75,000 square foot Class A office building which is the <br />fourth and final office building in the Plaza. <br /> Amend the Inclusionary Zoning Ordinance to update the existing affordable for sale <br />and rental housing requirements for new development and incorporate applicable <br />recommendations from the completed Nexus Study. (Supports Council Goal E) <br /> Establish a cost neutral Downtown Parking Program by having consistent parking <br />enforcement and customer compliance and fully implementing the Downtown <br />Parking Plan. (Supports Council Goal A, B, and D) <br /> Collaborate with the Engineering and Transportation Department and Alameda <br />County to develop and implement a plan for FEMA to remove certain properties <br />which were placed into the City of San Leandro F lood Insurance Rate Map. <br />(Supports Council Goal E) <br /> Finalize and adopt a Mobile Home Rent Stabilization Ordinance to provide <br />mobile home owners who rent space within mobile home parks with formal and <br />more secure rent increase procedures, while providing a fair return to mobile <br />home park owners. (Supports Council Goal E) <br /> Amend City building and health and safety codes in early 2020 by adopting <br />updated International Code Council regulations (ICC). (Supports Council Goal <br />E)Adopt a Short-Term Rental Ordinance to more effectively regulate the <br />neighborhood impacts from private home rentals for short-term vacation use. <br />The City passed a moratorium in 2018 on non-hosted short term rental units. <br />(Supports Council Goal E) <br /> Work in collaboration with the City Manager’s Office to implement the third and <br />final phase of the Airport Noise Insulation Program that will primarily assist <br />homeowners in the Davis West neighborhood. (Supports Council Goal E) <br /> Continue to support existing businesses, working with business and community <br />organizations to encourage and support training and resources, including a New <br />Business Welcome Packet, and expanded Small Business Week activities. <br />(Supports Council Goal B) <br /> Continue to promote San Leandro and recruit new businesses and developers, <br />including a special profile insert in the San Francisco Business Times. (Supports <br />Council Goal B). <br /> Continue strategic partnerships and projects to support the manufacturing sector <br />and implement the Next Generation Workplace District Study, including enhanced <br />activities and programming for Manufacturing Day and continued partnerships with <br />industry organizations to connect businesses with workforce and other resources. <br />(Supports Council Goal B). <br /> Through their annual consulting contract, the City’s Economic Development <br />division provides funds to support to the Chamber of Commerce’s Workforce <br />Development Activities, which work with high school students to provide a Career <br />Expo Day, a Summer Internship Program, and a National Manufacturing Day <br />event. These events expose local students to over 40 San Leandro businesses, <br />from traditional to new companies in advanced manufacturing.
