Landscaping shall be designed to minimize irrigation and runoff, promote surface <br />infiltration where appropriate, and minimize the use of fertilizers and pesticides <br />that can contribute to storm water pollution. <br />24.8. Where feasible, landscaping shall be designed and operated to treat storm water <br />runoff by incorporating elements that collect, detain, and infiltrate runoff. In areas <br />that provide detention of water, plans that are tolerant of saturated soil conditions <br />and prolonged exposure to water shall be specified. <br />24.9. Plant materials selected shall be appropriate to site specific characteristics such <br />as soil type, topography, climate, amount and timing of sunlight, prevailing <br />winds, rainfall, air movement, patterns of land use, ecological consistency and <br />plant interactions to ensure successful establishment. <br />24.10. Selection of the plants that will require minimal pesticide use. <br />24.11. Irrigation shall be appropriate to the water requirements of the selected plants. <br />24.12. The applicant shall select pest and disease resistant plants. <br />24.13. The applicant shall plant a diversity of species to prevent a potential pest <br />infestation from affecting the entire landscaping plan. <br />24.14. The applicant shall plan insectary plants in the landscaping to attract and keep <br />beneficial insects. <br />25. The applicant shall submit a detailed Operations and Maintenance agreement in <br />accordance with MRP section C.3.h for the pervious pavement. The O&M agreement <br />shall be required prior to Grading Permit issuance and shall be recorded at the Alameda <br />County Recorder’s Office when Grading Permit is finalized. <br />26. Provide calculations showing that each of the pervious surface areas are designed to be <br />self-retaining and accommodate the volume of runoff specified in Provision C.3.d of the <br />MRP for both the area of pervious paving and the impervious surfaces that contribute <br />runoff. <br />Tract Map <br />27. A tract map for condominium purposes shall be prepared for the project. The map shall <br />be prepared by an appropriately licensed Civil Engineer or Land Surveyor, and a Tract <br />Map application shall be completed and submitted to the City of San Leandro <br />Engineering and Transportation Department consistent with the Tentative Map for this <br />project. The tract map shall be approved and recorded at the Alameda County <br />Recorder’s office prior to issuance of any building permits. <br />28. Upon submittal of the Tract Map, please include the development CC&R’s for review <br />by City staff. <br />29. A Public Service Easement shall be provided over the private driveway serving the <br />project. The Homeowner’s Association shall maintain all common area facilities within <br />the private property. Also, please dedicate a 5-foot wide Public Service Easement along <br />the Lewelling Boulevard frontage of the property.
