Recommended Conditions of Approval November 4, 2019 <br />PLN17-0069 874 Lewelling Blvd. Page 7 of 12 <br />Storm Drainage <br />30. The geotechnical letter provided with the Planning submittal, dated July 10, 2019, <br />analyzed a different pervious pavement cross-section than was shown on the planning <br />level drawings. Drawings provided for Building Permit and Grading Permit applications <br />shall include a pervious pavement section that is approved by the project Geotechnical <br />Engineer. <br />31. Add the notes below to Building Permit and Grading Permit Plans: <br />31.1. All proposed onsite and offsite storm drain inlets shall be marked “NO <br />DUMPING, DRAINS TO BAY” as per the City of San Leandro Standard Plan <br />Dwg. No. 204. All proposed storm drain inlets downstream of any bioretention <br />areas shall have “United Storm Water” trash capture devices. <br />31.2. Any connection of the on-site storm drain system to the City’s storm drain main <br />in Lewelling Boulevard should connect to a new storm drain catch basin along <br />the property frontage constructed in accordance with City Standard Plan 204. <br />Off-Site Improvements <br />32. Encroachment Permit. Any work in the Public Right-of-Way shall require an <br />encroachment permit from the City of San Leandro Engineering and Transportation <br />Department. <br />33. Underground Utilities. The applicant shall locate all electric and communications <br />utilities serving the site underground. <br />34. Sidewalk Repair. As part of the City’s review of development applications, we perform <br />a reconnaissance of the sidewalks, driveways and curb & gutter along the property <br />frontage to check for hazards. Our findings are included on Exhibit Z Sidewalk Repair <br />Exhibit. Please show the locations of needed repairs on the Building Permit plans, and <br />implement these repairs during construction for the safety of pedestrians and bicyclists. <br />Repairs shall be constructed per City standards. All abandoned driveways shall be <br />removed and replaced with City standard sidewalk, curb and gutter. Please show these <br />locations on the plans. Proposed driveway and sidewalk construction shall be in <br />compliance with the City of San Leandro Standard Plans Dwgs. No. 100, 102 and 104, <br />Case 3101. <br />Impact Fees <br />Please note that this is an estimated amount using the Fiscal Year 2019-2020 fee rates. <br />These fees are subject to change at the start of each fiscal year and will not be vested until <br />issuance of building permit. <br />35. A Park Facilities Development Impact Fee shall be assessed for 6 dwelling units (du) <br />as follows: <br /> Park Land Acquisition Fee (Multi-Family): $14,667.00/du or $88,002.00 <br /> Park Improvement Fee(Multi-Family): $2,348.00/du or $14,088.00 <br /> Credits <br /> Park Land Acquisition Fee (Single-Family): $16,781.00/du or $16,781.00 <br /> Park Improvement Fee (Single-Family): $2,686.00/du or $2,686.00 <br /> Total Park Impact Fee (including credits): $82,618.00
