TASK 4.2 — PREPARATION OF SUPPORTING TECHNICAL STUDIES <br />The City will lead development of a permitting strategy and identify required permits in <br />consultation with permitting agencies. Terraphase will provide technical support, conduct <br />surveys, and prepare special studies required to meet permitting requirements. <br />Pending consultation with permitting agencies, Terraphase will prepare one or more surveys, <br />studies, or permit applications, as identified in the permitting strategy. This may include but are <br />not limited to: <br />• Jurisdictional Delineation <br />• Biological Assessment (combined for US Fish and Wildlife Service and National Marine <br />Fisheries Service) <br />• Cultural Resources Evaluation <br />• US Army Corps of Engineers 404 Application <br />• Regional Water Quality Control Board 401 Application, NPDES permit amendment, and <br />supporting technical documents, including but not limited to a Mixing Zone Study <br />regarding designation of a new point of discharge, consistent with the 2005 Policy for <br />Implementation of Toxics Standards for Inland Surface Waters, Enclosed Bays, and <br />Estuaries of California <br />• Bay Conservation and Development Application <br />• and CA Department of Fish and Wildlife 1602 and CESA Application and supporting <br />documents, including but not limited to vegetation and wildlife surveys. <br />Terraphase will provide the City with technical support and review of CECW documentation. <br />Terraphase will support and review the City's efforts to City anticipates leading efforts to <br />develop an Initial Study/Mitigated Negative Declaration. <br />Studies and support toward the following permits are included in the optional 4.2b of the cost <br />estimate. Application support for all other required permits are included in 4.2a. <br />• CDFW 1602 Streambed Alteration Agreement application <br />Army Corps of Engineers Nationwide Permit #27 — "Aquatic Habitat Restoration". <br />Section 401 or 404 Alternatives Analysis are also included if needed. <br />• CDFW Section 2801 Incidental Take Permit <br />DELIVERABLES: <br />Draft technical studies and permit applications submitted to the City for review <br />Report of Waste Discharge Technical Report and Application <br />TASK 5 N/A — Mistakenly omitted from Request for Proposals <br />TASK 6 — 60% PS&E (TASK DURATION: 14 WEEKS) <br />The Terraphase Team will revise the 30% design phase submittal to prepare a 60% design phase <br />submittal.
