City of San Leandro <br />311 MacArthur Boulevard Residential Project <br /> <br />8 <br />would provide a 5-inch per hour minimum percolation rate. The bio-retention areas are designed <br />with a greater treatment and storage capacity than that required of the proposed total impervious <br />surface areas on site. <br />Landscaping and Trees <br />The project site has 19 trees on site and 12 street trees around the site. As shown on Figure 3, the <br />project would involve the removal of 20 existing trees and protection in place of 11 trees (10 of <br />which are street trees). Where possible, existing street trees along MacArthur Boulevard and Herma <br />Court would be avoided or replaced per City standards, if removal were to be necessary (San <br />Leandro Zoning Code Section 4-1906). The project would involve new landscaping elements, <br />including the planting of various shrubs, grasses, and new trees throughout the project site, <br />particularly in and around the three bio-retention areas. Additional trees would be located along <br />MacArthur Boulevard, surrounding the three-bio-retention areas, along project site boundaries not <br />adjacent to streets, and adjacent to proposed buildings within the site. Appendix A provides the <br />proposed planting plan (refer to Sheet L-6.1). <br />Off-site Improvements <br />The project includes sidewalk improvements and pavement replacement along road frontages that <br />border the project site. The project also includes reconfiguration of street parking on MacArthur <br />Boulevard along the project frontage, as shown in Figure 3. <br />9. Surrounding Land Uses and Setting <br />The project site is urbanized and generally flat, with one existing commercial structure in the central <br />portion, a parking lot in the northern portion, and paved areas in the southern portion. On adjacent <br />roadways, 12 street trees are owned by the City, and the site itself contains 19 landscape trees. <br />Parcels along MacArthur Boulevard near the project site are zoned as CC and have a Corridor Mixed <br />Use land use designation, similar to the project site. Parcels south of the project site are zoned RS <br />and designated as Low Density Residential land use. Parcels west of the site are zoned Residential <br />Duplex District (RD) and have a Low Density Residential land use designation. <br />Surrounding buildings range in height from one to three stories. Areas to the south and west are <br />developed with single-family residences. A vacant lot is adjacent to the southwestern corner of the <br />project site, and commercial buildings are located to the northwest, north, and east. A bus stop <br />served by AC Transit routes 34 and 35 is located along MacArthur Boulevard, adjacent to the site. <br />10. Other Public Agencies Whose Approval is Required <br />The City of San Leandro is the lead agency with responsibility for approving the project. Approval <br />from other public agencies is not required. The project would require the following discretionary <br />approvals from the City of San Leandro: <br /> Planned development for multi-family residential use of project site and rezone to CC (PD) <br />and RS (PD) <br /> Approval of the Tentative Parcel Map (parcel merger) <br /> Site plan review
