Miller Planning Associates <br />Proposal <br />Relevant Projects <br />Newark Zoning Code Update <br />City of San Leandro <br />Objective Development Standards <br />Martha Miller was the project manager for the comprehensive update of the <br />City of Newark's zoning regulations. The current version of the Zoning <br />Ordinance was adopted in 1965. While it has since been amended several <br />times in response to community concerns and to reflect changes in federal and <br />state law, the adoption of the General Plan update in 2013 has created both <br />an obligation and an opportunity for a comprehensive update. <br />The new Zoning Ordinance implements the City of Newark's General Plan in a <br />concise and user-friendly set of regulations. The new regulations are written <br />to be predictable, understandable, and enforceable. A streamlined approval <br />process is established for conforming projects. The new ordinance has a new <br />format and organization, eliminating unnecessary regulations and repetition <br />and makes extensive use of graphics to reduce wordiness. <br />Project Contact: Art Interiano, Deputy Community Development Director, City of Newark <br />(510) 578-4331 <br />Art.interiono@newark.org <br />Vacaville Land Use and Development Code Update (CodeUP!) <br />Martha Miller recently completed an audit of the City of Vacaville's Land Use <br />and Development Code, the first phase of a two-phase effort to <br />comprehensively update the code and repurpose it as a flexible, effective, user- <br />friendly tool to implement the General Plan. The objective was to produce a <br />user-friendly set of regulations that provide clear direction about the City of <br />Vacaville's expectations and to facilitate development of quality projects by <br />making standards clear and effective, streamlining review processes, and <br />incorporating flexibility to adapt to specific circumstances. <br />The Land Use and Development Code Audit identified items for improvements, recommended changes to <br />be made; presented a state-of-the-art organization, form, and style for a new code; and established a <br />work plan a comprehensive update.
