Miller Planning Associates <br />Proposal <br />City of San Leandro <br />Objective Development Standards <br />West Sacramento Zoning Ordinance Modernization Project (ZOMPI) <br />Martha Miller was the Project Manager for a comprehensive update <br />to the City's Zoning Ordinance. The Zoning Ordinance, originally <br />written in 1990 shortly after incorporation, had been amended <br />numerous times but had not been comprehensively updated. As land <br />use patterns diversified and modernized, the City found that the <br />Zoning Ordinance was hindering new land use and development <br />objectives and economic development. The Zoning Ordinance <br />Modernization Project (ZOMP) brought the code up to date, <br />adequately reflecting modern uses and current development <br />practices. The ZOMP also provides consistency with the recently <br />adopted General Plan. <br />Project Contact: David Tilley, Principal Planner, City of West Sacramento <br />(916) 617-4645 <br />davidt@citvofwestsacromento.org. <br />Irvington BART Station Area Plan Design Guidelines <br />Urban Field Studio, as subconsultants to Urban Planning Partners, worked <br />with BART and the City of Fremont to write Design Guidelines for the <br />Irvington BART Station Area Plan. The Station Area Plan guides new <br />development around the planned BART Station. Design Guidelines for Site <br />and Building Design address transit -oriented development in Urban <br />Residential and Mixed -Use land use designations for the commercial Town <br />Center. Lessons learned from design review of incoming applications fed <br />directly into the guidelines and were written to be objective standards. <br />North San Jose Design Guidelines <br />Heidi Sokolowsky, while at Field Paoli Architects, wrote the North San Jose <br />Development Policy. The design guidelines in the policy visually explain how <br />to transform this historically low-density industrial park area into an urban <br />transit -oriented and livable district. Since the adoption of the guidelines, <br />new development has followed the guidelines to build higher quality, higher <br />density, and more usable urban places. <br />Fremont Building Massing and Zoning Policy Study <br />Urban Field Studio illustrated the physical appearance of second -story <br />additions using a variety of zoning metrics for single-family housing for policy <br />decision making. Three-dimensional (3D) models and an animation were <br />used as part of the study that informed zoning changes. As architects, Urban <br />Field Studio is able to show how much development can fit within a site by <br />testing the physical feasibility, and applying our understanding of how <br />buildings function and can be built.
