July 16, 2020Disaster Council Minutes <br />Alameda County <br />•Office of Emergency Services <br />•Alameda County Fire Department <br />•Alameda Public Health Department <br />2.B. <br />Alameda County OES reported the Board of Supervisors (BOS) and the State <br />approved the county attestation plan, which included allowing the Oakland Zoo to open <br />and outdoor dining to resume, though the county is on the state watch list and has to <br />adhere to the more restrictions. OES also reported that there were 8475 positive cases <br />and 154 deaths in the county, though the county coroner has a higher count then the <br />state. Hospitalization and ICU counts have also gone up, while an average of 3600 <br />tests are performed daily, even though results are slow to come back. There is a new <br />warehouse for PPE, 5 hotels for the unsheltered, and food is being distributed by the <br />county at two sites. Patients from San Quentin and Imperial County have been <br />transferred into the county for care. <br />The county is working with PG&E on the PSPS, and is looking at CRC and cooling <br />sites. PG&E has redefined some of the mapping that will be helpful. <br />Alameda County Fire Department (ACFD) reported call volume continues to increase, <br />they have had staff with positive tests, who have been isolated. During the H1N1, our <br />paramedics did assist with vaccine and the Department hopes that legislation will be <br />changed so they can assist again. <br />San Leandro City <br />•San Leandro City Manager <br />•San Leandro Police <br />2.C. <br />CM Kay reported that there was some issues over the weekend due to the change in <br />the County guidance about outdoor dining, though the City’s Economic Development <br />team and the Chamber were able to get the message out, and now outdoor dining is <br />allowed again, and the City is working with businesses to ensure it is done safely. The <br />summer camp program is open for front line and essential workers. The MCC test site <br />is funded by the state on a month by month basis, with no word whether it will continue <br />through August. <br />San Leandro Police reported that within the city, there were 429 positive cases and <br />less than 10 deaths. PG&E is doing flyovers on Friday with helicopters as part of their <br />exercise and dispatch and the PIO team are aware. Planning for Points of Dispensing <br />(PODs), which would include mobile vaccination sites, has started. <br />Healthcare Services <br />•Hospitals <br />•Davis Street Family Resource Center <br />•Red Cross <br />•SL Elder Care Alliance <br />2.D. <br />Kaiser Hospital was not available. <br />San Leandro Hospital reported they are working to obtain more PPE, put together a <br />restoration of operations committee, while continuing to care for patients, including the <br />ones transferred from San Quentin.
