November 5, 2020Disaster Council Minutes <br />focus on the disproportionately affected communities will continue in order to help <br />keep case rates low. Hospital and case rates are stable, and the county is still in the <br />orange tier, with all the red tier phases being implemented. <br />Guidance for the next holidays will be coming out soon and will focus on travel and <br />gatherings. The middle and high school reopening can start 11/9, as long guidelines <br />are followed. The two food distribution hubs are transitioning to Food Bank for more <br />stable and permanent for food distribution, instead of AC Social Services using <br />DSWs. Under the Home Key program, two Safer Ground hotels were purchased, and <br />others will be either leased or purchased. Church groups and nail salons open are <br />allowed to open indoors at 25%. <br />There was a cyber threat to healthcare facilities, which did affect one hospital in CA, <br />but none in the county. The civil disturbance planning for election night included <br />mutual aid and responding to roving bands in Oakland. Cal OES had a law <br />enforcement mutual aid coordinator in the County EOC, and the county was in contact <br />with the cities. PSPS is over and now planning has begun for the cold and rain, and <br />opening warming centers. <br />Alameda County Fire Department (ACFD) reported that fires throughout the state have <br />subsided, and the Department was on alert for election night and were up staffed in <br />preparation for several nights prior, just in case. The flu season is coming up and that <br />will cause some challenges for EMS staff. People are encouraged to get their flu shot. <br />Overall, the Department staffing morale is good, they made it through PSPS and now <br />are hoping to get rain. <br />San Leandro City <br />• San Leandro City Manager <br />• San Leandro Police <br />2.C. <br />CM Kay reported that the City is working towards facility reopening, transitioning and <br />digital services. <br />San Leandro Police reported that on election night there was information on social <br />media about possibly targeting Bayfair Mall, though there was a large police presence <br />that did minimalize the impact. Catrina reminded everyone that it has been a year <br />since her first Disaster Council meeting and that we all have been through a lot this <br />year and some of the things we responded to last year, we responded to this year, like <br />the PSPS events. This year’s Great Shakeout drill was different from last year’s and <br />instead of an evacuation drill, the City did a virtual EOC workshop, which was well <br />attended. <br />The PSPS event did affect the city with areas that were without electricity for 36 hours. <br />There was a lot of wind which led to a lot of downed trees, especially along E. 14th and <br />around City Hall. PG&E has completed the ADA work at the main library in <br />preparation for the CRC and are waiting for the final permit to start on the electrical <br />work, which should be granted this week. The work will take about a week to <br />complete. <br />RHS reported that the warming center will be open on Wednesdays and one other <br />weekday night, beginning in Dec, not the day after Thanksgiving and hopefully going <br />through April. They will be following all health guidelines and allowing only 15 people <br />each night and any others will be placed at the Marina Inn, if needed.
