November 5, 2020Disaster Council Minutes <br />permanent housing, including by purchasing hotels. The hotels, vendors or other <br />programs are providing food, such as Great Plates. <br />The Mayor asked about Oakland using A-1 funds to purchase a hotel and was <br />wondering if San Leandro could do the same. Most of the hotels being purchased were <br />done using State funding, though a process was going to a RFP for a non-profit to <br />support permanent housing and would be discussed further with the City Council. <br />Healthcare Services <br />• Hospitals <br />• Davis Street Family Resource Center <br />• Red Cross <br />• SL Elder Care Alliance <br />2.D. <br />Kaiser Hospital reported that they are focused on flu season. The governor has created <br />a task force for the COVID vaccine, and a Kaiser physician is included. They are still <br />catching up on the surgeries and seeing patients with COVID. They are concerned <br />about people gathering for the holidays, which might override the system and are glad <br />the county is providing messaging about the holidays. <br />San Leandro Hospital acknowledged and said thank you to her fellow emergency <br />managers and partners in emergency response because of the challenging year and <br />the events for which we prepare to respond to. We have done what we could to keep <br />the public safe. Thank you to Terri, Catrina, SLPD, and ACFD. The hospital shored up <br />for daylight savings because of the heightened awareness that practice and enforce <br />safety measures for staff and patients. We have had to deal with high winds and <br />PSPS. The day of the PSPS event, we had a pre-event where a power pole was hit, <br />and it did knock out power to the hospital and the hospital had to use the backup <br />generator. They were concerned about the cyber threat and their IT has been <br />developed emergency and business continuity plans, which have been put in place to <br />protect the system. <br />The hospital is shoring up to deal with the influence of flu. Before the recent health <br />officer order, all hospital staff were required to get a flu shot or sign an <br />acknowledgement that they would wear PPE if they do not get the shot, but due to the <br />new healthcare orders, all healthcare workers are required to get the flu shot or have to <br />have documentation for why they cannot get the flu shot. <br />Davis Street Family Resource Center reported that the Jefferson childcare center is <br />full, with the maximum number of children in each of the three classrooms. They are <br />getting ready to open the Garfield site, which will have two classrooms and allow for 28 <br />children. The clinic has a semi-permanent outdoor structure for testing in the future <br />and they are currently testing 50-100 people per week. The clinic is giving out COVID <br />test with flu shots. The clinic is ready to receive and distribute the COVID when it <br />becomes available. <br />The food distribution program continues to distribute ~80 boxes a day to families, <br />though sometimes it is over a 100, but not less than 50 bags. This is the most heavily <br />impacted program because in past, half of that was needed. People are being asked <br />to stay in cars and text when they arrive. The Center is trying to get a semi-permanent <br />shelter for the winter. The Center received a grant from a private foundation to assist <br />undocumented residents and are reaching out to other trusts and foundations to <br />provide assistance. <br />Page 4City of San Leandro <br />24
