October 1, 2020Disaster Council Minutes <br />into the red tier because of the case rate. The county is moving slowly and even when <br />in the orange tier, not all the red tier activities will be allowed right away, but over the <br />next 4-6 weeks. New guidance will be out later in the week. Halloween suggestions <br />were put out in conjunction with other counties. Outdoor playgrounds are not going to <br />be opened right away because it could be a burden to the jurisdictions. The priority is <br />to open elementary schools at a measured and deliberate pace and the county is <br />working with the school districts in order to keep everyone related to the schools safe. <br />The county has been awarded $14.5 million from the State to purchase the 104-room <br />Comfort Inn in Oakland to be used for housing the homeless. Board of Supervisors <br />approved it and it will now be county owned and other hotels are also going to be <br />purchased. 1200 people have been able to move from being homeless into more <br />permanent housing. Indoor nail salons were able to open within the last week. Outdoor <br />dining has been successful and the ALCO is waiting to see if the case rate rises <br />before opening up indoor dining. <br />A Red Flag warning was issued through the weekend due to high temperatures and <br />winds. The county is also on a flex alert due to the heat. CAISO has asked people to <br />conserve until 10 pm tonight. Air quality fluctuates around the county and people can <br />check out the air quality websites, baaqmd.gov and airnow.gov. <br />Alameda County Fire Department (ACFD) had no report. <br />San Leandro City <br />• San Leandro City Manager <br />• San Leandro Police <br />2.C. <br />City Manager Kay reported that the testing site will run at least through the end of <br />November. The City is closely watching the move into the red tier and are hoping that <br />libraries and playgrounds will be open soon, but we want to do it safely. Restrictions are available on <br />the ACPHD website. Hard surface cleaning protocols for industries are available from <br />the county and the state. The playground requirements include cleaning the surfaces <br />daily, which is cumbersome. Temporary Evacuation Points have been identified and <br />provided to the Red Cross. These will be places where the public can go to get <br />information before going to a shelter or a hotel. <br />On Oct 15, there will be an EOC workshop via Zoom for City staff. We just completed <br />section training via Zoom. We are starting to get EOC staff discussing some of the <br />issues that occur in an emergency. The Community Resource Center agreement with <br />PG&E has been signed with the assistance from many departments, and will include <br />powering up the Wi-Fi Hub. The county purchased Veoci last year and will be providing <br />templates and licenses for each of the cities. A Memorandum of Agreement will soon <br />be signed between the City and the County, similar to what was signed for AC Alert. <br />RHS reported that they had a meeting with Supervisor Chan’s office to develop the <br />pop-up flu shot vaccination strategy and will be developing an overall flu shot plan for <br />the city. <br />Page 3City of San Leandro <br />35
