<br />14 <br /> <br />with the political, policy, and legislative elements necessary to be effective in the pursuit of favorable <br />results for our clients. <br /> <br />Members of the Congressional Delegation <br /> <br />Senator Dianne Feinstein is the senior United States Senator from California. She is a member <br />of the Senate Judiciary Committee; Senate Select Committee on Intelligence; and the Senate Rules <br />and Administration Committee. Perhaps most importantly, Senator Feinstein is also a member of the <br />Senate Appropriations Committee, where she chairs the Energy and Water Development <br />Subcommittee. The Senate Appropriations Committee is regarded as one of the most powerful in <br />Congress, responsible for allocating federal funds to government agencies each year and passing <br />supplemental spending legislation when necessary. As such, the committee and its membership play <br />a key role in funding the priorities and projects of the City of San Leandro. We fully expect Senator <br />Feinstein to continue to support the mission of the City in the remainder of the 117th Congress. <br /> <br />Senator Alex Padilla is the junior United States Senator from California, appointed on <br />December 22, 2020 to fill the seat vacated by Vice President Kamala D. Harris. As a member of the <br />Senate Environment and Public Works Committee, Senator Padilla played a key role in the <br />development of the Infrastructure Investment and Jobs Act (IIJA). The Senator also serves on the <br />Senate Budget Committee, helping to lead legislative drafting for the Build Back Better Act in the upper <br />chamber. Finally, Senator Padilla is a member of the Senate Homeland Security and Governmental <br />Affairs Committee; Senate Judiciary Committee; and Senate Rules and Administration Committee. <br /> <br />Congresswoman Barbara Lee is the United States Representative for California’s 13th District <br />and a champion for the Bay Area since her election to Congress in 1998. She serves as a member of <br />the House Appropriations Committee and House Budget Committee, arguably two of the most <br />important House Committees in the 117th Congress. In these key roles, Congresswoman Lee will help <br />direct funding to the City of San Leandro through investments in the Build Back Better Act and Fiscal <br />Year 2022 appropriations process. Our team fully expects that Congresswoman Lee will continue to <br />advocate for the priorities of the City and the people of California’s 13th Congressional District. <br /> <br />Congressional Leaders <br /> <br />The scale and scope of any major legislative initiatives during the 117th Congress will need to <br />be blessed with the support of top Democratic leadership in each chamber: House Speaker Nancy <br />Pelosi and Senate Majority Leader Chuck Schumer. It remains to be seen if the Republican <br />Conference, led by House Republican Leader Kevin McCarthy and Senate Republican Leader Mitch <br />McConnell, will engage in meaningful bipartisan discussions or support any emerging infrastructure <br />package or the reauthorization. Our team is in communication with the “Big Four” leadership offices, <br />and our relationship with each of these offices has deepened substantially since the onset of the <br />coronavirus pandemic over a year ago. Our team has engaged their Congressional staff on <br />transportation and infrastructure legislation throughout the negotiation process. We would be glad to <br />facilitate connections with the City of San Leandro as appropriate to do so. <br /> <br />Key Congressional Committees <br /> <br />Our team enjoys productive working relationships with the professional majority and minority <br />staff serving on key committees of jurisdiction within the House and Senate. We are well prepared to <br />represent the interest of the city before those committees that oversee key policies and programs that <br />impact local governments. Those may include the following in the House: the House Transportation <br />and Infrastructure (T&I) Committee, which has jurisdiction over all modes of transportation in the lower <br />chamber, including aviation, maritime transportation, highways, bridges , mass transit, and railroads; <br />the House Financial Services Committee, which oversees housing and community development; the <br />DocuSign Envelope ID: 96DFE48D-519D-44F7-9CDC-44AC4D3EAE4A
