<br />15 <br /> <br />House Energy and Commerce Committee, which has jurisdiction over healthcare, environmental <br />protection, broadband, and interstate commerce and tourism; the House Judiciary Committee, which <br />has jurisdiction over matters like law enforcement and civil rights; the House Education and Labor <br />Committee, which has jurisdiction over education and workforce development; the House Oversight <br />Committee and Reform Committee, which oversees some intergovernmental efforts; and the House <br />Ways and Means Committee, which has jurisdiction over revenue and financing. <br /> <br />Over in the Senate, the City may be interested in engagement with the following committees: <br />the Senate Banking, Housing, and Urban Affairs Committee, which has jurisdiction over housing, <br />urban development, and mass transit; the Senate Environment and Public Works Committee, which <br />has jurisdiction over environmental protection, air quality, hig hways, and water infrastructure; the <br />Senate Health, Education, Labor, and Pensions Committee, also overseeing workforce, labor, and <br />healthcare; the Senate Judiciary Committee; and the Senate Finance Committee, which is tasked with <br />identifying revenue solutions. <br /> <br />The House and Senate Appropriations Committees are charged with the allocation of annual <br />funding for federal programs. The House and Senate Budget Committees may also play an even more <br />significant role this term, as Congressional Democrats and the Biden-Harris Administration have <br />signaled their willingness to utilize budget reconciliation in the 117th Congress to advance a <br />comprehensive infrastructure package. The strategy would allow Congressional Democrats to <br />advance legislation by a simple majority vote in both chambers, sidestepping a Republican filibuster <br />in the Senate. Our team is well positioned to engage the Committee and staff should Congress and <br />the Administration pursue budget reconciliation to advance any further legislation during the 117th <br />Session of Congress. <br /> <br />We are committed to working with relevant Congressional offices, House Committee staff, and <br />Senate Committee staff to advance the legislative priorities of San Leandro. <br /> <br />Hearing Testimony <br /> <br />We have prepared written and oral testimony on behalf of our clients for appearances as <br />witnesses in Committee hearings. Those recent examples include the following: City of Madison Mayor <br />Satya Rhodes-Conway testifying before the House Select Committee on the Climate Crisis in a <br />hearing entitled “Building Climate Resilient Communities” on June 11, 2021; Louisville Metro <br />Government Mayor Greg Fischer testifying before the Senate Environment and Public Works <br />Committee in a hearing entitled “Infrastructure: The Road to Recovery” on June 4, 2020; Salt Lake <br />City Mayor Jackie Biskupski testifying before the House Energy and Commerce Subcommittee on <br />Environment and Climate Change in a hearing entitled “Lessons from Across the Nation: State and <br />Local Action to Combat Climate Change” on April 2, 2019; and Carmel Mayor James Brainard <br />testifying before the House Energy and Commerce Subcommittee on Environment and Climate <br />Change in a hearing entitled “Lessons from Across the Nation: State and Local Action to Combat <br />Climate Change” on April 2, 2019. <br /> <br />Budget and Appropriations Requests <br /> <br /> Simon and Company, Inc. has a long track record of successfully advancing clients’ appropriations <br />and authorizations requests during the federal budget process. The annual cycle starts with the <br />release of the President’s Federal Budget Request, following his State of the Union Address in January <br />or February. In recent years, we have worked with Members of Congress and external stakeholders, <br />including industry, to maintain or even increase funding for key formula or discretionary grant programs <br />in response to the Administration’s proposed cuts or eliminations.
