7 <br /> <br /> <br />As you can see in the excerpt above, the percentage of passenger cars (“LDA”), light‐duty trucks (“LDT1” <br />& “LDT2”), and motorcycles (“MCY”) were reduced, while the percentage of heavy‐heavy duty trucks <br />(“HHD”), light‐heavy duty trucks (“LHD1” & “LHD2”), medium‐duty trucks (“MDV”), motorhomes <br />(“MH”), medium‐heavy duty trucks (“MHD”), other buses (“OBUS”), school buses (“SBUS”), and urban <br />buses (“UBUS”) were reduced. As previously mentioned, the CalEEMod User’s Guide requires any <br />changes to model defaults be justified.10 According to the “User Entered Comments and Non‐Default <br />Data” table, the justification provided for these changes is: “see adjusted fleet mix for residential in <br />assump file” (Appendix A, pp. 130). Furthermore, the AQ & GHG Report provides the following <br />operational vehicle fleet mix assumptions (see excerpt below) (Appendix A, pp. 71): <br /> <br />However, these changes remain unsupported for two reasons. First, the Checklist fails to mention or <br />justify the revised off‐road operational vehicle fleet mix percentages whatsoever. Second, the <br />assumptions fail to provide a source or explain how the revised operational vehicle fleet mix <br />percentages were derived.
