8 <br /> <br />assumed to estimate the Project’s emissions does not justify the values inputted into the model. Rather, <br />according to the CalEEMod User’s Guide: <br />“CalEEMod was also designed to allow the user to change the defaults to reflect site‐ or project‐ <br />specific information, when available, provided that the information is supported by substantial <br />evidence as required by CEQA.” 11 <br />Here, as the Checklist fails to mention the changes and the AQ & GHG Report fails to provide substantial <br />evidence to support the revised operational vehicle fleet mix percentages, we cannot verify the changes. <br />These unsubstantiated changes present an issue, as operational vehicle fleet mix percentages are used <br />by CalEEMod to calculate the Project’s operational emissions associated with on‐road vehicles.12 Thus, <br />by including unsubstantiated changes to the default operational vehicle fleet mix percentages, the <br />model may underestimate the Project’s mobile‐source operational emissions. The Project’s mobile‐ <br />source emissions may be a potentially significant, and unmitigated impact, for which the City must <br />prepare an EIR. <br />Unsubstantiated Changes to Gas Fireplaces <br />Review of the CalEEMod output files demonstrates that the “Callan and E 14th Street Infill Checklist <br />Project Operations” model includes several changes to the default gas fireplace values (see excerpt <br />below) (Appendix A, pp. 130). <br /> <br />As you can see in the excerpt above, the model assumes that the Project would not include any gas <br />fireplaces. As previously mentioned, the CalEEMod User’s Guide requires any changes to model defaults <br />be justified.13 According to the “User Entered Comments and Non‐Default Data” table, the justification <br />provided for these changes is: “no fireplaces” (Appendix A, pp. 130). <br />However, these changes remain unsupported for two reasons. First, the Checklist fails to indicate that <br />the Project would not include any gas fireplaces. Second, the Project’s air model cannot simply assume <br />the Project would not include gas fireplaces.
