9 <br /> <br />“CalEEMod was also designed to allow the user to change the defaults to reflect site‐ or project‐ <br />specific information, when available, provided that the information is supported by substantial <br />evidence as required by CEQA” (emphasis added).14 <br />Here, as the Checklist fails to mention the changes or provide substantial evidence to support the <br />revised gas fireplace values, we cannot verify the changes. <br />These unsubstantiated changes present an issue, as CalEEMod uses the number of gas fireplaces to <br />calculate the Project’s area‐source operational emissions.15 Thus, by including unsubstantiated changes <br />to the default number of gas fireplaces, the model may underestimate the Project’s area‐source <br />operational emissions. .The Project’s impacts from gas fireplaces may be a new specific effect or a more <br />significant effect than was analyzed in the prior EIR. The mitigation measures offered in the General Plan <br />EIR would be insufficient to mitigate such effects. The City should prepare an EIR to analyze and mitigate <br />the potentially significant impacts from gas fireplaces. <br />Unsubstantiated Reductions to Energy Use Values <br />Review of the CalEEMod output files demonstrates that the “Callan and E 14th Street Infill Checklist <br />Project Operations” model includes several changes to the default energy use values (see excerpt <br />below) (Appendix A, pp. 130). <br /> <br />As you can see in the excerpt above, the Title 24 electricity energy intensity (“T24E”) and the Title 24 <br />natural gas intensity (“T24NG”) values were each manually reduced. As previously mentioned, the <br />CalEEMod User’s Guide requires any changes to model defaults be justified.16 According to the “User <br />Entered Comments and Non‐Default Data” table, the justification provided for these changes is: “based <br />on NORESCO reductions, see assumptions file” (Appendix A, pp. 130).
