13 <br /> <br />handled by the City’s existing sewer system and treated at the San Leandro Water Pollution Control <br />Plant (SLWPCP)” (p. 4‐131). <br />However, review of the SLWPCP treatment process demonstrates that the facility utilizes anaerobic <br />digesters.23 As a result, the model is incorrect in assuming that the Project’s wastewater would be <br />treated entirely aerobically, and we cannot verify the revised wastewater treatment system <br />percentages. <br />These unsubstantiated changes present an issue, as each type of wastewater treatment system is <br />associated with different GHG emission factors, which are used by CalEEMod to calculate the Project’s <br />total GHG emissions.24 Thus, by including unsubstantiated changes to the default wastewater treatment <br />system percentages, the model may underestimate the Project’s GHG emissions. . GHG emissions may <br />constitute a significant impact requiring adequate mitigation.
