Public Review Draft <br />Page 30 San Leandro 2021 Climate Action Plan <br />GHG REDUCTION TARGETS <br />The CEQA Guidelines Section 15183.5(b) requires that a Qualified GHG Reduction Strategy <br />contains a goal for substantive GHG reductions, although the Guidelines do not set a specific level <br />for this goal. In CARB’s Climate Change Scoping Plan, the State provides its statewide GHG <br />reductions targets (the targets for statewide emissions) and guidance for local communities. <br />California’s statewide targets are absolute levels (a set amount below a specific level), and the <br />guidance for local communities is a mix of absolute and per-capita targets. These statewide targets <br />are: <br /> 2020: Reduce emissions to 1990 levels, codified into law by AB 32 (2006) <br /> 2030: Reduce emissions 40 percent below 1990 levels, codified into law by SB 32 (2016) <br /> 2050: Reduce emissions 80 percent below 1990 levels, established by Executive Order S-03- <br />05 (not yet codified into law) <br />Scoping Plan recommendations for local plan level GHG reduction goals are: <br /> 2020: Reduce emissions 15 percent below baseline levels (2005 to 2008 per the AB 32 Scoping <br />Plan) <br /> 2030: Reduce emissions to 6.0 MTCO2e per capita <br /> 2050: Reduce emissions to 2.0 MTCO2e per capita <br />San Leandro has adopted locally specific GHG reduction targets, which are broadly consistent with <br />the ones recommended by the State. San Leandro’s targets are: <br /> 2020: Reduce emissions 25 percent below 2005 levels <br /> 2030: Reduce emissions 40 percent below 2005 levels <br /> 2050: Reduce emissions 80 percent below 2005 levels <br />The GHG inventory and forecast provided in this chapter provide an understanding of how San <br />Leandro’s emissions are expected to change in the absence of any reduction efforts. Chapter 3 <br />highlights the impacts that GHG emissions are anticipated to have on the various communities and <br />key infrastructures and community services in San Leandro. Chapter 4 of this CAP describes how <br />the City intends to reduce future emissions to meet or exceed its GHG reduction targets. <br /> <br />74
