D. If deemed necessary, the applicant shall prepare a construction truck route plan <br />that would restrict trucks to arterial streets that have sufficient pavement section <br />to bear the heavy truck traffic, thereby minimizing noise and traffic impacts to <br />the community. The construction truck route plan shall be reviewed and <br />approved by the City's Engineering and Transportation Department prior to <br />receipt of the grading permit. <br />E. Construction -related truck hauling activities shall be restricted to 8:00 a.m. to <br />5:00 p.m. There shall be no truck hauling activity on Saturdays, Sundays and <br />Federal holidays. <br />F. The property shall be secured during construction with a temporary six (6) foot <br />tall chain link fence and any other necessary security measures in accordance <br />with recommendation of the San Leandro Police Department. <br />G. Construction workers on the project shall be provided clean drinking water, <br />portable toilets and handwashing stations as sanitary facilities for use during all <br />phases of construction. Said portable toilets shall be screened from view from the <br />public right-of-way or located to the interior or rear of the site. <br />IV. OUTSIDE AGENCY REQUIREMENTS <br />Alameda County Department of Environmental Health <br />Alameda County Department of Environmental Health (ACDEH), as the Local <br />Enforcement Agency (LEA) for CalRecycle, in accordance with Title 14 and 27 of the <br />California Code of Regulations (CCR) and as the agency responsible for permitting <br />and inspecting solid waste facilities and operations, the LEA <br />is providing the following comments / conditions of approval: <br />A. INCREASE IN TONNAGE: This facility will be processing an increased amount <br />of C&D/Inert debris materials from 174 TPD to 350 TPD. The proposed <br />increase in tonnage will cause a significant increase of the inbound load and <br />storage of processed materials on site. The proposed tipping area will be <br />impacted with the increased materials combined with the increased vehicle <br />traffic. This change may require expansion of the tipping, processing, sorting, <br />maintenance and storage areas to support the proposed increase in solid waste <br />activities at the site. <br />B. SOLID WASTE FACILITY/PERMITTED BOUNDARY: - Appendix A — Exhibit <br />D Site Plan dated 11/1/2019 now shows the solid waste facility/permitted <br />boundary within the two parcels (APN 077A-0700-006-02/077A-0700-016-03). <br />Parcel 077A-0700-016-03 (which is not currently identified in the Certified Blue <br />Recycling Area Boundary) identifies that storage containers and storage shed <br />are in the area to the south of the bioswale and railroad track. Please note that <br />the LEA will require inspection of the storage area located on Marina Blvd. to <br />Agreement to Conditions May 7, 2020 <br />PLN19-0057 Page 7 of 13 <br />
