City of San Leandro <br />Meeting Date: January 18, 2022 <br />Staff Report <br />Agenda Section:File Number:22-004 CONSENT CALENDAR <br />Agenda Number:9.G. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Debbie Pollart <br />Public Works Director <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution Approving the <br />Updated City of San Leandro Sewer System Management Plan <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends City Council approval of the updated Sewer System Management Plan <br />(SSMP) as required for compliance with the Statewide General Waste Discharge Requirements <br />Order No. 2006-0003-DWQ. <br />BACKGROUND <br />On May 2, 2006, the State Water Resources Control Board (SWRCB) adopted Order No. <br />2006-0003 Statewide General Waste Discharge Requirement for Sanitary Sewer Systems <br />(Statewide WDR). The Statewide WDR requires public agencies that own or operate sanitary <br />sewer systems with more than one mile of pipe to develop and implement a Sewer System <br />Management Plan (SSMP). The WDR also defines the requirements for reporting sanitary sewer <br />overflows (SSO). On July 26, 2013, the SWRCB authorized Order No. WQ2013-0058-EXEC, <br />Amending Monitoring and Reporting Program for Statewide General Waste Discharge for <br />Sanitary Sewer System (Amended MRP); the Amended MRP became effective on September 9, <br />2013. <br />The SSMP defines tasks, tools, and strategies in use by City staff to properly manage and <br />maintain the sanitary sewer system, with the primary purpose of reducing the number of sanitary <br />sewer overflows. <br />The SSMP must include the following eleven elements and must be approved in a public meeting. <br />I.
