City of San Leandro <br />Meeting Date: March 21, 2022 <br />Resolution - Council <br />Agenda Section:File Number:22-162 CONSENT CALENDAR <br />Agenda Number: <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Abdul Pridgen <br />Chief of Police <br />FINANCE REVIEW:Not Applicable <br />TITLE:RESOLUTION of the City of San Leandro City Council Approving and Authorizing <br />the City Manager to execute a contract with The Matrix Consulting Group to <br />develop a San Leandro Police Department Needs Assessment, in an amount not <br />to exceed $86,500; and to negotiate and approve contract amendments up to a <br />cumulative value not to exceed 10% ($8,650.00) of the original contract amount. <br />WHEREAS, the City of San Leandro solicited qualified proposals for professional firms to <br />conduct a staffing needs assessment for the San Leandro Police Department; and <br />WHEREAS, the purpose of this study is to assess the department's current and future <br />needs and make recommendations that will help resolve any staffing challenges; and <br />WHEREAS, staff recommends The Matrix Consulting Group, which will work alongside <br />members of the San Leandro Police Department, to identify the City's staff challenges; to explore <br />alternative approaches in responding to calls for service, especially crisis calls, while involving <br />community input in creating a staffing model that meets the needs of the San Leandro community <br />and the San Leandro Police Department; and <br />WHEREAS, in the Fiscal Year 2021-2022 Adopted Budget, up to $150,000 is budgeted <br />for a police staffing study out of the Asset Forfeiture Fund (Account number 146-21-017-5890). <br />NOW, THEREFORE, the City of San Leandro City Council RESOLVES as follows: <br />That the contract for a not to exceed amount of $86,500.00 is approved, staff is authorized <br />to negotiate contract amendments up to 10% of the original contract amount, and the City <br />Manager is authorized to execute said contract and all other documents related to entering a <br />contract with The Matrix Consulting Group. <br />Page 1 City of San Leandro Printed on 3/16/2022
