RFP No. 59371 SLPD Staffing Needs Analysis Page 3 of 42 <br /> <br />REQUEST FOR PROPOSALS FOR SLPD STAFFING ASSESSMENT SERVICES <br /> <br />I. INTRODUCTION <br /> <br />The City of San Leandro desires to solicit qualified proposals for professional firms to conduct a <br />staffing needs assessment of the San Leandro Police Department. The purpose of this study is to <br />assess the whole department staff current and future needs and to make recommendations that will <br />help them to resolve the challenges. The City intends to award a one-year contract to the Consultant <br />selected as the most responsive proposal conforming to the RFP and City’s requirements. <br /> <br />II. BACKGROUND <br /> <br />The San Leandro Police Department consists of ninety sworn members and forty-four <br />professional members. The department is organized into two Bureaus – Bureau of Operations <br />and Bureau of Services. Operations consist of Patrol, Traffic, and Investigations divisions while <br />Services has Professional Standards and Support Services. <br /> <br />III. PROJECT OVERVIEW AND OBJECTIVES <br /> <br />The consultant will work alongside members of the San Leandro Police Department to identify <br />the City’s challenges of policing; to explore alternative approaches in responding to calls for <br />service, especially crisis calls. The expectation is that all communities will be engaged and <br />queried. This assessment will involve police and community input as their full participation and <br />collaboration are essential in creating a staffing model which meets current, and anticipated <br />community needs. The primary outcome of this assessment will be to recommend a staffing <br />complement, which reflects stakeholders’ desires and creatively allocates resources to align with <br />the precepts of the City’s policing. <br /> <br />IV. SCOPE OF SERVICES <br /> <br />The City of San Leandro is seeking a qualified consultant to perform a staffing needs assessment <br />by assessing the whole Police Department. <br /> <br />1. Consultants shall have the following experience: <br /> <br />a) Consultant shall have experience engaging with communities to build strong ties and <br />explore ways to meet their needs. This must be verifiable through community <br />interviews and conversations that highlight community needs and expectations for <br />SLPD. <br /> <br />b) Consultant shall have the ability to perform departmental reviews – the nature of <br />work, work demand, current staffing based on community expectations. Conducting a <br />workload and public safety resource allocation assessment to help department to <br />explore alternative options to allocate their limited resources. <br />
