RFP No. 59371 SLPD Staffing Needs Analysis Page 4 of 42 <br /> <br />c) Consultant shall have the ability to collect data, to develop findings, make <br />recommendations, and suggest practical solutions. <br /> <br />d) Consultant shall have the ability to use different approaches to involve all <br />stakeholders through virtual focus group interviews, explore best practices, etc. <br /> <br />e) Consultant shall have experience building an interactive dashboard to help the <br />department perform staff reviews moving forward to adjust and reallocate resources <br />based on clearly identified criteria <br /> <br />f) Consultant shall have the ability to demonstrate a strong project management <br />background. <br /> <br /> <br />2. The Consultant’s work to be completed includes, but is not limited to: <br /> <br />a) Using software applications that will assess both Bureaus and identify service <br />delivery challenges. <br /> <br />b) For the Bureau of Operations – use calls for service to provide a baseline <br />understanding of what calls are generated from the public or are self-initiated by <br />officers. <br /> <br />c) For the Bureau of Services – analyze information related to “use of force” data. <br /> <br />d) Additional assessment to help identify which calls can be answered through <br />alternative responses and how that can impact the potential future call volume, <br />workload and staffing estimates. <br /> <br />e) Explore calls at repeat addresses to identify long-term solutions which can reduce <br />future calls for service. <br /> <br />f) Identify effective metrics to evaluate investigative caseloads and closure rates. <br /> <br />g) Review work for sworn personnel and explore whether technology and professional <br />staff may help improve service performance. <br /> <br />h) Make recommendations on how work and staffing might be adjusted. <br /> <br />i) Implement a plan to perform routine staffing reviews by developing an interactive <br />dashboard to help visualize changes in deployment, resource allocation, assumptions <br />or forecast police department staffing. <br /> <br />j) Provide the interactive dashboard documentation and training for PD personnel. <br />
