<br />2 <br /> <br />organization. The Strategic Planning Implementation Committee met bi-weekly from July 2021 – <br />November 2021 to inform the community plan. The group included city and county staff, people with <br />lived expertise, service providers, nonprofit organizations, advocates, and CoC Leadership Board <br />members.1 Various technical staff also met with Abt Associates to review modeling updates. <br /> <br />The primary changes to the system modeling are: <br />1. The decision to propose more shelter in addition to permanent housing, to rapidly reduce <br />unsheltered homelessness. This was not addressed in the original modeling but was highly <br />recommended by the Implementation Committee and jurisdictional partners; <br />2. The decision to model for a decrease in new entries into homelessness by the end of the <br />planning period, with an increased investment in prevention; <br />3. Updates to length of time spent in shelter to more accurately reflect current conditions and <br />impacts of future investments; and <br />4. Updates to certain cost assumptions based on current data. <br /> <br />In addition to implementing recommendations from the CRE report and updated system model, this <br />Home Together Plan is responsive to requirements laid out in the California Comeback Plan for <br />community plans to draw down key State housing and health funding. It is also informed by and <br />consistent with other local and regional efforts, including the All Home Regional Action Plan, and Plan <br />Bay Area 2050. <br />2. Population Description <br />Alameda County’s most recent Point in Time Count (PIT) which included an unsheltered count was <br />conducted in 2019 and estimated a total of 8,022 persons were experiencing homelessness on a single <br />day.2 Based on an annualization of the PIT, it is estimated that 15,786 people in 13,135 households <br />experienced homelessness in Alameda County in 2019.3 <br />Homelessness occurs across the County, though it is concentrated most in the north and mid portions.4 <br />More than three-fourths of people experiencing homelessness (78%) report residing in Alameda <br />County before becoming homeless.5 <br />Table 1: Annual Estimates and Geographic Distribution of People and Households Experiencing <br />Homelessness in Alameda County <br /> <br />1 See Appendix X for list of Home Together Contributors, including the Strategic Planning Implementation <br />Committee <br />2 Alameda County conducts a homeless point in time count (PIT) every two years.
