City of San Leandro <br />2824 Halcyon Drive Residential Project <br /> <br />20 <br />Regulatory Setting <br />City of San Leandro 2035 General Plan <br />Policy CD-5.4: Architectural Consistency <br />In established neighborhoods, protect architectural integrity by requiring infill housing, <br />replacement housing, and major additions or remodels to be sensitive to and compatible with <br />the prevailing scale and appearance of adjacent development. <br />Policy CD-7.7: Lighting <br />Encourage street and parking lot lighting that creates a sense of security, complements building <br />and landscape design, is energy-efficient, considers night sky visibility impacts (e.g., “dark <br />skies”), and avoids conflicts with nearby residential uses. <br />Policy LU-2.6: Preservation of Low Density Character <br />Preserve the low-density character of San Leandro’s predominantly single family <br />neighborhoods. <br />Policy LU-2.8: Alterations, Additions, and Infill <br />Ensure that alterations, additions and infill development are compatible with existing homes <br />and maintain aesthetically pleasing neighborhoods. <br />Policy LU-2.11: Privacy and Views <br />Encourage residential alterations, additions, and new homes to be designed in a manner that <br />respects the privacy of nearby homes and preserves access to sunlight and views. Wherever <br />feasible, new or altered structures should avoid the disruption of panoramic or scenic views. <br />San Leandro Zoning Code <br />San Leandro Zoning Code (SLZC) Chapter 5.12 provides a process for Site Plan Review to ensure that <br />new development complies with the applicable site development standards of the SLZC. <br />Project-Specific Impacts <br />a. Would the project have a substantial adverse effect on a scenic vista? <br />The City’s General Plan does not designate official scenic vistas. However, the General Plan <br />designated views looking west to the San Francisco Bay from the shoreline and the San Leandro hills <br />above I-580 and views looking east to the San Leandro foothills from the San Leandro hills near I- <br />580 as significant views (City of San Leandro 2016a). The project site has not been identified as a <br />scenic vista or located within a major gateway in the General Plan EIR (City of San Leandro 2016b). <br />The San Leandro hills are visible in the distance looking east on Halcyon Drive from the site’s <br />frontage, but views of the hills are not visible through the site from Halcyon Drive or other public <br />viewpoints. The project would not have a substantial adverse effect on a scenic vista. There would <br />be no impact. <br />b. Would the project substantially damage scenic resources, including but not limited to, trees, <br />rock outcroppings, and historic buildings within a state scenic highway? <br />The project site is located approximately 0.9 mile southeast of I-580 which is the nearest eligible <br />scenic highway (California Department of Transportation [Caltrans] 2018). The project site is not <br />visible from I-580 due to distance and intervening structures and vegetation; therefore, there would <br />be no impact.
