City of San Leandro <br />2824 Halcyon Drive Residential Project <br /> <br />24 <br />The following describes the analysis included in the General Plan EIR and also provides a <br />streamlined review to determine whether there would be project-specific impacts that are either 1) <br />peculiar to the project or the parcel on which the project is located, 2) were not previously analyzed <br />in the General Plan EIR as significant effects, 3) are potentially significant off-site impacts and <br />cumulative impacts that were not previously discussed in the General Plan EIR, and 4) are now <br />determined to have a more severe impact than discussed in the General Plan EIR due to substantial <br />new information. <br />Project-Specific Impacts <br />a. Would the project convert Prime Farmland, Unique Farmland, or Farmland of Statewide <br />Importance (Farmland), as shown on maps prepared pursuant to the Farmland Mapping and <br />Monitoring Program of the California Resources Agency, to non-agricultural use? <br />b. Would the project conflict with existing zoning for agricultural use or a Williamson Act <br />contract? <br />c. Would the project conflict with existing zoning for, or cause rezoning of, forest land (as defined <br />in Public Resources Code Section 12220(g)); timberland (as defined by Public Resources Code <br />Section 4526); or timberland zoned Timberland Production (as defined by Government Code <br />Section 51104(g))? <br />d. Would the project result in the loss of forest land or conversion of forest land to non-forest use? <br />e. Would the project involve other changes in the existing environment which, due to their <br />location or nature, could result in conversion of Farmland to non-agricultural use or conversion <br />of forest land to non-forest use? <br />The project site is located in an urbanized area of southeastern San Leandro. The General Plan EIR, <br />the General Plan, General Plan land use map, and zoning plan all do not identify any agriculture or <br />forestry resources within the city (City of San Leandro 2016a, 2016b). Additionally, the Department <br />of Conservation’s (DOC) Important Farmland Map does not identify lands within San Leandro as <br />Prime Farmland, Unique Farmland, or Farmland of Statewide Importance (DOC 2021a). There are no <br />areas of forestland or forest and rangeland within the city (CDFW 2021). In addition, the project site <br />is not located within or adjacent to property under a Williamson Act contract (DOC 2017). <br />Therefore, there would be no impact to agricultural or forestry resources. <br />Conclusion <br />The project is within the areas defined and assessed by the General Plan as Urban and Built-Up Land <br />and would have no effect on agricultural lands. The project would have no new significant or <br />substantially more severe or peculiar impacts to agricultural resources, Williamson Act-enrolled <br />land, timberland, or forest land, nor are there any potentially significant off-site impacts, cumulative <br />impacts, previously identified significant effects, which were not discussed in the General Plan EIR. <br />Also, there are no previously identified significant effects which, as a result of substantial new <br />information that was not known at the time of the General Plan EIR, are determined to have a more <br />severe adverse impact that analyzed in the General Plan EIR. Accordingly, no additional review is <br />required.
