Impacts from generating GHG emissions that may have a significant impact on the <br />environment would be less than significant. Impacts due to conflict with an applicable plan, policy, <br />or regulation adopted to reduce GHG emissions would be significant and unavoidable. <br />The following describes the analysis included in the General Plan EIR (the General Plan EIR) and also <br />provides a streamlined review to determine whether there would be project-specific impacts that <br />are either 1) peculiar to the project or the parcel on which the project is located, 2) were not <br />previously analyzed in the General Plan EIR as significant effects, 3) are potentially significant off-site <br />impacts and cumulative impacts that were not previously discussed in the General Plan EIR, and 4) <br />are now determined to have a more severe impact than discussed in the General Plan EIR due to <br />substantial new information. <br />Regulatory Setting <br />City of San Leandro 2021 Climate Action Plan <br />The City of San Leandro 2021 Climate Action Plan (CAP) is an update to the 2009 and was adopted <br />on July 19, 2021. The CAP framework for the City to reduce its community-wide GHG emissions in a <br />manner consistent with State reduction targets for 2020, 2030, and 2050 through an expanded set <br />of GHG reduction strategies and climate adaptation strategies. The CAP contains an inventory of the <br />City’s GHG emissions from the transportation, energy, off-road equipment, waste, and water and <br />wastewater sectors, as well as from Bay Area Rapid Transit (BART) operations; an assessment of the <br />populations and community assets most vulnerable to climate change; and goals, strategies, and <br />actions to address climate change adaptation and GHG emissions.
