City of San Leandro <br />2824 Halcyon Drive Residential Project <br /> <br />56 <br />work plan and monitoring program for the City to track progress over time (City of San Leandro <br />2021c). <br />City of San Leandro 2035 General Plan <br />Policy OSC-7.2: Water Conservation <br />Promote the efficient use of existing water supplies through a variety of water conservation <br />measures, including the use of recycled water for landscaping. <br />Policy OSC-7.3: Drought-Tolerant Landscaping <br />Encourage the use of native vegetation and Bay-friendly landscaping and enforce the State <br />Department of Water Resources Model Water Efficient Landscape Ordinance (WELO). <br />Policy OSC-7.4: Development Standards <br />Maintain local planning and building standards that require the efficient use of water through <br />such measures as low-flow plumbing fixtures and water-saving appliances. Require water <br />conservation measures as a condition of approval for major developments. <br />Policy OSC-7.9: Reducing Greenhouse Gases Through Land Use and Transportation Choices <br />Locate and design new development in a manner which maximizes the ability to use transit, <br />walk, or bicycle for most trips, reduce dependence on fossil fuel powered vehicles, and reduce <br />vehicle miles traveled. <br />Policy OSC-8.1: Conservation and Energy Efficiency <br />Strongly advocate for increased energy conservation by San Leandro residents and businesses, <br />and ensure that the City itself is a conservation role model. <br />Policy OSC-8.2: Planning and Building Practices <br />Encourage construction, landscaping, and site planning practices that minimize heating and <br />cooling costs and ensure that energy is efficiently used. Local building codes and other City <br />regulations and procedures should meet or exceed state and federal standards for energy <br />conservation and efficiency, and support the City’s greenhouse gas reduction goals. <br />Project-Specific Impacts <br />Thresholds of Significance and Methodology <br />Pursuant to the requirements of SB 97, in March 2010, the California Resources Agency adopted <br />amendments to the CEQA Guidelines for the feasible mitigation of GHG emissions and the effects of <br />GHG emissions. These guidelines are used in evaluating the cumulative significance of GHG <br />emissions from the project. According to the adopted CEQA Guidelines, impacts related to project <br />GHG emissions would be significant if the project would do one or both of the following: <br /> Generate greenhouse gas emissions, either directly or indirectly, that may have a significant <br />impact on the environment <br /> Conflict with an applicable plan, policy or regulation adopted for the purpose of reducing the <br />emissions of GHGs <br />BAAQMD adopted the Bay Area Clean Air Plan: Spare the Air, Cool the Climate (2017 Plan) on April <br />19, 2017, to provide a regional strategy to improve Bay Area air quality and meet public health goals <br />(BAAQMD 2017c). The control strategy described in the 2017 Plan includes a wide range of control <br />measures designed to reduce emissions and lower ambient concentrations of harmful pollutants,
