City of San Leandro <br />2824 Halcyon Drive Residential Project <br /> <br />74 <br />water potentially capable of experiencing a seiche (California Department of Water Resources <br />[DWR] 2021a; DOC 2021b). Furthermore, it is not in an area subject to mudflows (City of San <br />Leandro 2016b). Risk of inundation by seiche, tsunami or mudflow at the project site would be <br />remote and would not be increased as a result of project implementation. The project would <br />therefore have no impact related to these hazards. <br />e. Would the project conflict with or obstruct implementation of a water quality control plan or <br />sustainable groundwater management plan? <br />The project site is within the Santa Clara Valley Groundwater Basin and East Bay Plain Subbasin <br />which is ranked as a medium priority basin (DWR 2021; DWR 2020). This basin does not have an <br />approved groundwater management plan (EBMUD 2021a). The project would not interfere with the <br />implementation of a groundwater management plan, as such a plan has not been formally adopted <br />for groundwater beneath the project site. There would be no impact. <br />Conclusion <br />The project site and project type are consistent with those identified for the area in the General Plan <br />EIR. Therefore, with existing regulations and implementation of appropriate General Plan policies <br />and actions, the project’s impacts related to water quality and stormwater, runoff would be no <br />greater than that identified in the General Plan EIR. The project would not result in new specific <br />effects not addressed in the General Plan EIR and would not require new mitigation measures. <br />Accordingly, no additional review is required.
