Impacts to <br />land use and planning were found to be less than significant or to have no impact. <br />The following describes the analysis included in the General Plan EIR and also provides a <br />streamlined review to determine whether there would be project-specific impacts that are either 1) <br />peculiar to the project or the parcel on which the project is located, 2) were not previously analyzed <br />in the General Plan EIR as significant effects, 3) are potentially significant off-site impacts and <br />cumulative impacts that were not previously discussed in the General Plan EIR, and 4) are now <br />determined to have a more severe impact than discussed in the General Plan EIR due to substantial <br />new information. <br />Regulatory Setting <br />San Leandro General Plan <br />The project site has a General Plan land use designation of Low-Medium Density Residential. Under <br />the Low-Medium Density Residential land use, attached and detached single family houses are <br />permitted on small lots. Small lots are defined as lots smaller than 5,000 square feet. Gross average <br />densities generally range from 7 to 11 units per acre including streets and easements, with a <br />maximum allowable net density of 12.4 units per net acre. The project would be consistent with the <br />Low-Medium Density Residential land use designation. <br />San Leandro Municipal Code <br />SLMC Section 4.1.1115(b) states that construction work or related activity which is adjacent to or <br />across a street or right-of-way from a residential use, except between the hours of 7:00 a.m. and <br />7:00 p.m. on weekdays, or between 8:00 a.m. and 7:00 p.m. on Sunday and Saturday is not allowed. <br />No such construction is permitted on Federal holidays.
