The <br />General Plan EIR accounts for a population growth from an existing 2015 population of 86,486 to a <br />projected 101,250 in 2035, for a net increase of 14,790 and household growth from 31,315 in 2015 <br />to 36,685 in 2035 for a net increase of 5,370 households at full buildout (City of San Leandro 2016b). <br />The following describes the analysis included in the General Plan EIR (the General Plan EIR) and also <br />provides a streamlined review to determine whether there would be project-specific impacts that <br />are either 1) peculiar to the project or the parcel on which the project is located, 2) were not <br />previously analyzed in the General Plan EIR as significant effects, 3) are potentially significant off-site <br />impacts and cumulative impacts that were not previously discussed in the General Plan EIR, and 4) <br />are now determined to have a more severe impact than discussed in the General Plan EIR due to <br />substantial new information. <br />Regulatory Setting <br />City of San Leandro 2035 General Plan <br />Policy LU-3.4: Promotion of Infill <br />Encourage infill development on vacant or underused sites within residential and commercial <br />areas.
