Would the project increase the use of existing neighborhood and regional parks or other <br />recreational facilities such that substantial physical deterioration of the facility would occur or be <br />accelerated? <br />The project would increase the overall population of the City by 51 residents. The additional <br />population would increase the use of existing parks and other recreational facilities. Two parks are <br />within a 0.5-mile radius of the project site including Halcyon Park located 0.31 mile north and <br />Floresta Park located 0.43 mile west of the project site. Project residents would be expected to <br />distribute use among these parks, as well as the other parks and recreational facilities in the area as <br />discussed in Section 15, Public Services. In addition, the project would contain a privately-owned <br />communal open space area on Parcel A at the southeastern corner of the project site which could <br />be used for passive recreation by residents. Implementation of General Plan Policy OSC-2.3 would <br />require the project applicant to pay an impact fee and/or to dedicate parkland to offset the increase <br />in park needs resulting from new residents which would reduce impacts to recreational facilities. As <br />the project would contribute 0.35 percent of the General Plan EIR buildout, would include an open <br />space for passive recreation on-site, and would be required to pay an impact fee and/or dedicate <br />parkland to offset the increase in park needs, the project’s impacts on recreation would be less than <br />significant. <br />b. Does the project include recreational facilities or require the construction or expansion of <br />recreational facilities which might have an adverse physical effect on the environment? <br />The project would include an open space area that would facilitate passive recreation for residents. <br />Therefore, physical impacts from the project site’s open space would be less than significant. <br />Conclusion <br />The project would have a less than significant impact on recreational resources, the same as the <br />impacts identified in the General Plan EIR, would not result in new specific effects that were not <br />addressed in the General Plan EIR, and would not require new mitigation measures. Accordingly, no <br />additional review is required.
