As discussed below under Regulatory Setting, SB 743 established new <br />criteria for determining the significance of transportation impacts and replaced LOS with vehicle <br />miles travelled (VMT). Therefore, guidance provided in the OPR Technical Advisory was used as the <br />basis for the analysis. The Alameda CTC’s Travel Demand Model (TDM) was used as the principal <br />tool to determine VMT. <br />Impacts from conflict with circulation system program plans, ordinances, or policies from General <br />Plan implementation would be significant and unavoidable even with incorporation of Mitigation <br />Measures TRAF-1A and TRAF-1B. Impacts from conflict with an applicable congestion management <br />plan would be significant and unavoidable even with incorporation of Mitigation Measures TRAF-2A <br />and TRAF-2B. Impacts to hazards due to a design feature or incompatible uses as well as impacts <br />due to inadequate emergency access would be less than significant. <br />The following describes the analysis included in the General Plan EIR and also provides a <br />streamlined review to determine whether there would be project-specific impacts that are either 1) <br />peculiar to the project or the parcel on which the project is located, 2) were not previously analyzed <br />in the General Plan EIR as significant effects, 3) are potentially significant off-site impacts and
