<br />Consulting Services Agreement between City of San Leandro and Last revised 03/16/2022 <br />PlanIT Geo for Trees Master Plan Exhibit A – Page 6 of 17 <br />1. Consultant will work with City staff to identify up to six environmental, demographic, and <br />socioeconomic criteria and associated data sets to rank potential planting spaces. <br />2. Consultant will create priority tree planting indices for each criterion at the census block group <br />scale. These indices will describe the best areas to plant for specific community or <br />environmental benefits/outcomes. <br />3. GIS table fields will be added to the assessment boundary representing priority index values for <br />each area. <br />4. PlanIT Geo's TreePlotter CANOPY application allows City staff and other stakeholders to visualize <br />existing land cover and create custom weighted priority planting maps incorporating these <br />ranked areas of planting opportunities. <br />5. NatureQuant data can be added to show a heat map of nature in the City. Data would include: <br />a. NatureScore™ - measures the quality and quantity of beneficial nature for any location. <br />For each location, NatureQuant analyzes and blends various data sets and processed <br />information, including satellite infrared measurements, GIS and land classifications, park <br />data and features, tree canopies, human modifications, air, noise, and light pollutions, <br />and computer vision elements (aerial and street images). The NatureScore™ provides a <br />numerical score between 0-100 where 0 represents a largely built environment and 100 <br />represents a largely natural environment. <br />b. NatureScore Priority Index (NPI) - combines NatureScore with Area Deprivation Index <br />(ADI) data comprised of 17 socioeconomic factors to show areas that are nature <br />deficient and also deprived (low income, low education, low employment, poor housing, <br />etc.). <br />6. PG will develop maps and supporting spreadsheets of key findings that will be used to prepare <br />education and outreach messaging for the public and to develop the Trees Master Plan and <br />supporting canopy goals (Task 1.4). <br />7. All data can be delivered in Esri vector-based shapefile and raster-based Geotiffs. The data will <br />also be displayed and interactive within PlanIT Geo's TreePlotter CANOPY decision support <br />software application for one year. The City can receive updated data every two to three years by <br />subscribing. <br /> <br />Task 1.4 Goals for Tree Canopy <br />The Consulting Team has extensive experience in utilizing tree canopy data and information gathered <br />from planning sessions to develop realistic large-scale and localized tree canopy goals and planting <br />targets. To establish recommended tree canopy goals for San Leandro, the Consulting Team will gather <br />an understanding of the needs and opportunities for the urban forest, the viewpoints and perceptions <br />of the community, and the capacity of programs that manage public trees. These ambitious goals for a <br />sustainable, equitable, and resilient urban forest will align with other community priorities such as tree <br />equity, climate action, human health, water quality, surface temperature and energy use mitigation, and <br />thriving ecosystems. Ultimately, the strategic Trees Master Plan will integrate these goals and priorities <br />for long-lasting impacts that benefit the community and its natural environment. <br /> <br />To achieve these objectives, the Consulting Team proposes the following approach: <br />1. Concurrent with the urban heat and planting priority analysis, PlanIT Geo's team will conduct <br />the necessary research to gauge the City’s readiness for increased canopy. We’ll examine <br />existing resources, plans, programs, partners, and initiatives relating to or impacting tree <br />planting, maintenance, and protection in San Leandro.
