220. Prior to issuance of the initial, temporary or first occupancy permit, whichever comes first, the <br />Applicant/Developer shall submit a certification report (Report) prepared by a registered civil <br />engineer, licensed in the State of California, affirming that the project site stormwater treatment <br />measures have been constructed per the City approved SWCP and specifications. As appropriate, <br />the Report shall include, but not be limited to, assurances that: imported materials used for the <br />treatment measure(s) are certified by the supplier; installation of these materials is per approved <br />plans and specifications and meets the intent of the design engineer; required on -site testing <br />results conform with approved plans and specifications; treatment measures conform to <br />dimensions, grades and slopes on approved plans and specifications; all structural features of the <br />treatment measures comply with plan specifications; the irrigation system is installed and <br />functions as designed; healthy vegetation/ground cover is installed as shown on plans. The Report <br />shall be submitted in a form acceptable to the Engineering and Transportation Director. (ENGR) <br />221. Prior to the issuance of the first grading or building permit for each phase, the Improvement <br />Plans shall indicate the storm water trash capture measure(s) being installed on the project site <br />(or within the backbone public system) to ensure that the stormwater drainage from the project <br />site is subject to full trash capture. Improvement plan sheets shall provide sufficient plan views <br />and details of the full trash capture device installation(s) necessary for engineering review and <br />approval. A full trash capture system or device is any single device or series of devices that trap <br />all particles retained by a 5mm mesh screen and has a design treatment capacity of not less than <br />the peak flow resulting from a one-year, one -hour storm in the sub -drainage area. Plan sheets <br />shall include detail and cross -sectional drawings of any stormwater full trash capture device. <br />Provide a submittal of full trash capture system or device to the Engineering and Transportation <br />Department and Water Pollution Control Plant for review, comments and approval. <br />222. The Applicant/Developer shall submit a final Stormwater BMP Operation and Maintenance Plan <br />(O&M Plan) for review and approval by the Engineering & Transportation Department, prior to <br />issuance of Certificate of Occupancy. This O&M Plan shall incorporate City comments on the draft <br />O&M Plan and any revisions resulting from changes made during construction. The <br />implementation of the O&M Plan shall be the responsibility of the property owner or property <br />manager/building owner for City -owned properties. <br />223. The Applicant/Developer shall execute any agreements identified in the SWCP which pertain to the <br />transfer of ownership, right -of -entry for inspection or abatement, and/or long-term maintenance <br />of stormwater treatment or hydrograph modification BMPs, prior to issuance of the first Certificate <br />of Occupancy. <br />224. The Applicant/Developer shall prevent site drainage from sheet flow across sidewalks and <br />driveways in a concentrated manner. <br />225. The Applicant/Developer shall submit a Construction Best Management Practice (BMP) Program <br />for review and approval by Engineering & Transportation Department prior to issuance of a <br />Building and/or Grading Permit. The general contractor and all subcontractors and suppliers of <br />materials and equipment shall implement these BMPs. Construction site cleanup and control of <br />construction debris shall also be addressed in this program.
