File Number: 22-393 <br />Since January 2022, Alameda CTC staff has been coordinating with member agency <br />stakeholders to develop a public outreach plan which includes City committees, local businesses, <br />and other stakeholders to obtain feedback on multimodal transportation needs as well as to <br />obtain input on the concept designs. This work builds on outreach done in previous years for the <br />EBGW and E. 14th Street/Mission Boulevard Multimodal project. <br />During the months of February through April, Alameda CTC conducted direct business and <br />community outreach, and coordinated public outreach events with City staff for its Bancroft <br />Avenue and Williams Street Bikeway projects. The coordinated outreach effort helped <br />communicate that regional and local planning efforts share the same goals of improving safety <br />through multimodal projects, closing gaps in the bicycle network and complementing east-west <br />and north-south connections across the City. Alameda CTC presented a Project update on <br />upcoming public outreach to the City Council Facilities and Transportation Committee on March <br />2nd and to the San Leandro Bicycle and Pedestrian Advisory Committee on March 9th. Public <br />outreach included five popup events (in coordination with City of San Leandro Crosstown <br />Corridors) that were held at the following locations: <br /> <br />·Bay Fair Farmers Market on February 26th <br />·San Leandro BART station on March 3rd <br />·John Muir Middle School on March 12th <br />·Downtown Farmer’s Market Ribbon Cutting Ceremony on April 6th <br />·San Leandro High School on April 16th <br />Interested individuals from the pop-up events and door-to-door outreach were encouraged to <br />participate in two San Leandro focus groups in April; one for Bike/Pedestrians/Transit users on <br />April 18th and the other for Business Owners on April 21st. <br />In San Leandro between April 4th and April 15th, staff conducted additional outreach consisting of <br />an in person, Door-to-Door Business survey along E. 14th Street from San Leandro Boulevard to <br />Bay Fair Drive. The in-person outreach focused on how businesses use street parking and <br />loading/unloading needs. In addition, a mailer was sent to residential areas adjacent to the <br />Project inviting comments through a comment form that was available on the Alameda CTC’s <br />project website during the first two weeks in June. <br />The community and business survey outreach conducted to date found strong support for the <br />Project in general, particularly for: <br />·Consideration of the inclusion of urban landscape and maintenance <br />·Inclusion of bike and pedestrian safety features for traffic signals <br />·Decreasing vehicular speeds on E. 14th Street <br />·Consideration of business loading and short-term parking needs <br />·Creation of more opportunities for pedestrians to safely cross E. 14th St. <br />Alameda CTC staff returned to the City Council Facilities and Transportation Committee on May <br />4th to present the outcome of the public outreach and the design elements of the concept Project. <br />The Committee members expressed strong support for the Project and asked for a map that <br />shows more details on the parking that will be eliminated on E. 14th Street (see Attachment B). <br />Page 3 City of San Leandro Printed on 6/15/2022
