As with the Original Project, the Modified Project is well-served by public streets and access <br />to the project site from Fairway Drive and Monarch Bay Drive remains the same. Therefore, due to the <br />same roadway access and based on the concept plan, the Modified Project would not result in a new <br />impact or a substantial increase in magnitude of the existing impacts as they relate to emergency access.
