City of San Leandro <br />Meeting Date: June 21, 2022 <br />Staff Report <br />Agenda Section:File Number:22-401 CONSENT CALENDAR <br />Agenda Number:9.w. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Debbie Pollart <br />Public Works Director <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:Adopt a Resolution Approving and Authorizing the City Manager to Execute a <br />Non-Professional Services Agreement with Lind Marine, Inc. for Removal and <br />Disposal of 15 Boats and Four (4) Boat Trailers from the San Leandro Marina in <br />an Amount Not-to-Exceed $99,500.00 <br />COUNCIL PRIORITY <br />·Infrastructure <br />·Community & Business Development <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve a Non-Professional Services Agreement <br />(NPSA) with Lind Marine, Inc. for removal and disposal of 15 Boats and Four (4) Boat Trailers <br />from the San Leandro Marina for the maximum amount of compensation of $99,500. <br />BACKGROUND <br />Public Works has 15 abandoned and/or relinquished boats, and four boat trailers for disposal. <br />On March 31, 2022, the Finance Department issued Bid No. 21-22.014 for the demolition and <br />disposal of vessels at the San Leandro Marina. Lind Marine, Inc. was the only bidder with a total <br />bid for $99,500. The cost includes all labor, materials, disposal, transportation, equipment, and <br />staffing necessary to perform the work. <br />Lien proceedings commence when berth accounts are more than 90 days past due. After the <br />City receives authorization for the lien, a public auction is scheduled. The boat owner must pay <br />the balance owed to reclaim the vessel. Unsold vessels are submitted to the Surrendered and <br />Abandoned Vessel Exchange (SAVE) Program for removal and disposal. <br />The SAVE Program formed by the State of California, Department of Parks and Recreation, <br />Page 1 City of San Leandro Printed on 6/15/2022
