The Council requested that the developer <br />meet with the neighborhood organizations to further discuss the issues of concern, and to <br />develop further mitigation measures in response to those concerns. <br />Mr. Hom reviewed the key issues that had been raised since the July 30, 2002, in <br />response to neighborhood and Council concerns: <br />1. Bayside Business Park Transportation Issues <br />a. Funding and timing of traffic mitigation measures (Doolittle/Davis <br />intersection, Eden Road, signal phase) <br />This was a key concern to the Planning Commissioners that led to a lack <br />of an affirmative recommendation on the project. <br />b. Air quality impacts <br />This concern was also transportation -related. <br />C. Alternate route for Davis Street traffic <br />d. Coordination of Westgate Parkway and Davis/Doolittle <br />improvements. <br />2. Bayside Business Park Land Use Issues <br />a. Allowable land uses under the existing IG Zoning versus the <br />proposed PD Overlay <br />b. Possible expansion of FedEx Ground and specifics regarding <br />proposed activities <br />C. Possibility of eco-industrial and other uses <br />d. Conformance of project to City plans and policies <br />The City Council requested further discussion of this issue. <br />3. Bayside Business Park Other Issues <br />a. Potential air quality impacts <br />Non -transportation -related air quality concerns were raised regarding on - <br />site operations. <br />b. Potential wetlands impacts <br />This issue was raised by both the Planning Commission and the City <br />Council. <br />C. Neighborhood participation in project review <br />This issue was raised by the City Council. <br />d. Allocation of tax increment monies <br />e. Beautification of the general industrial area <br />Mr. Hom described the mitigation measures developed for the project, and summarized <br />the detail contained in the staff report: <br />4. Doolittle/Davis Intersection Improvements <br />a. The Doolittle/Davis intersection was identified as the key <br />intersection that required mitigation. The developer is committed <br />to a 15% obligation towards the full cost of those improvements. <br />
