B. Conduct Run -Off Election by All -mail Ballot in 88 days: <br />Run-off Election to be conducted by the Alameda County Registrar of Voters 88 <br />days following the November 5, 2002 General Municipal Election. This choice <br />would result in the following proposed dates: <br />November 5, 2002 plus 88 days = Saturday, February 1, 2003 <br />Proposed Election Date: Tuesday, February 4, 2003 <br />Certified Results available by: Friday, February 7, 2003 <br />(Ballots could be mailed no earlier than January 6, 2003 and no later than January <br />25,2003) <br />New Council Members could be seated week of February 10 or at the next <br />regularly scheduled meeting of Tuesday, February 18, 2003 (due to holiday on <br />Monday, Feb. 17, 2003). <br />Pros: Ballots would not be mailed during the holiday card season. They would <br />be mailed in early to mid -January. <br />Cons: This would be the option that would provide for the latest seating of new <br />Council Members. <br />C. A Run -Off Election Date to be Held Via Precinct Voting. <br />The County Registrar has 28 days to certify the General Municipal Election to the <br />City Clerk, which would be by December 3, 2002. The City Clerk would need a <br />minimum of 60 days to have a Consultant prepare ballots, hire poll workers and <br />make arrangements for polling places to conduct the election. <br />November 5, 2002 plus 60 days = Saturday, January 4, 2003 <br />Proposed Election Date: Tuesday, January 7, 2003 <br />Certified Results Estimated to be available by: Tuesday, January 21, 2003 <br />Pros: This familiar election method would allow new Council Members to be <br />seated in late January. <br />Cons: Although Election Day would be a week after New Years Day, it is <br />expected that it will be difficult to secure polling places (residences) and poll <br />workers during the holiday season. <br />Sample ballots and requests for absentee ballots may still be subjected to delays <br />due to mixture with the holiday mail. <br />3 <br />193 <br />
