I S44 Bancroft Avenue <br />PLN2002-00024 <br />May 20, 2002 <br />In the interim, the applicant has acquired one of the single-family homes from the <br />former Yokota Nursery site and wishes to move it to the southern parcel. In order to do <br />so, this parcel must be rezoned from P (PD) to RS (PD). Plans include demolition of the <br />existing office building and removal of the construction trailer (located to the rear of the <br />office building). The existing parcel layout (size and configuration) would not change <br />with the proposed rezone and single-family residential use. Each home would be <br />situated on its own parcel. <br />Recommendation: Staff and the Planning Commission recommend that the City <br />Council adopt the Negative Declaration; make the appropriate Findings of Fact; and <br />approve the project subject to the attached Conditions of Approval. <br />BACKGROUND <br />In October of 2000, the City Council approved a rezone (from RS Residential Single - <br />Family District to RS (PD) and P Professional (PD)); subdivision of the property into <br />two parcels; and a Planned Development for 1844 Bancroft Avenue. The approved <br />Planned Development was to convert a legal, non -conforming commercial building <br />into an office building with parking at the front of the building, and to remodel and <br />expand an existing single-family residence located at the roar of the property. With <br />the approved subdivision, each use would reside on its own parcel, with the <br />residential property configured as a flag -lot and located behind the office building. <br />In 2001, the applicant purchased the Christopher House, formally located at 886 <br />Marina Boulevard, and had the house moved to this location. A proposal was <br />approved by the City Council in September of 2001 to modify the zoning boundary <br />line (change from a flag lot to a side -by -side configuration), demolish the existing <br />dilapidated home, and make upgrades to the Christopher House. <br />• The parcel map for the proposed lot split was reviewed and approved by the City <br />Council at their May 6, 2002 meeting. The current proposal would not affect the <br />approved parcel map. <br />Current City Council Policy <br />Not applicable <br />Previous City Council Action <br />Both the original rezone to RS (PD)/ P (PD) in 2000 and the 2001 modification to the site <br />plan were approved by the City Council (the modification on an appeal). <br />City Council Committee Review and Action <br />Not applicable <br />
