Mayor Young: Go ahead, Surlene. <br />Surlene Grant: Then, Barry, how is that different from 46.02-a that's in the hard <br />copy of the books? "Support new facility planning; support efforts <br />by both school districts to develop new facilities in response to <br />increases in enrollment; provide the necessary assistance in project <br />planning in permitting for future projects." <br />Mayor Young: The first two sentences are identical. It's the third sentence that he <br />was suggesting ... <br />Surlene Grant: Oh. <br />Mayor Young: ... suggesting changed language to. Can you read that again, <br />Barry, or did you write it down? <br />Barry: The third sentence ... <br />Mayor Young: The third sentence would be ... <br />Barry: "The City and School Districts should work together to conduct <br />planning activities to meet anticipated needs." <br />Mayor Young: Okay. Would that satisfy both your concerns and Glenda's? And <br />how about you, Garry? <br />Garry Loeffler: Again, I go back to a statement that was made earlier, that the <br />major land use planner in this community is the City. And it's our <br />obligation, I think, to be there to identify — and I mean, the <br />language says, "will work together." The community expects us to <br />work together, and to identify possible future sites. I mean, to me, <br />it's very clear to the community what we're about. Anyway, so ... <br />Mayor Young: The City Attorney would like to make a comment. <br />Liane Randolph: One benefit of the language that Barry has proposed is that the <br />School District, by law, can opt out of our planning process. So, <br />phrasing it in the way that Barry has suggested, sort of makes it <br />more reciprocal. The City ... the parties will work together on joint <br />planning, because they don't have to follow out land use. We are <br />the experts, but they can ignore us. So, having that language there <br />kind of makes it a little more reciprocal, and that makes it more of <br />a joint effort. <br />Mayor Young: Go ahead, Garry. <br />
